In June 2016, as part of the Open Government Action Plan, the Treasury Board of Canada Secretariat (TBS) committed to increasing the transparency and usefulness of grants and contribution data and subsequently launched the Guidelines on the Reporting of Grants and Contributions Awards, effective April 1, 2018.
The rules and principles governing government grants and contributions are outlined in the Treasury Board Policy on Transfer Payments. Transfer payments are transfers of money, goods, services or assets made from an appropriation to individuals, organizations or other levels of government, without the federal government directly receiving goods or services in return, but which may require the recipient to provide a report or other information subsequent to receiving payment. These expenditures are reported in the Public Accounts of Canada. The major types of transfer payments are grants, contributions and \'other transfer payments\'.
Included in this category, but not to be reported under proactive disclosure of awards, are (1) transfers to other levels of government such as Equalization payments as well as Canada Health and Social Transfer payments. (2) Grants and contributions reallocated or otherwise redistributed by the recipient to third parties; and (3) information that would normally be withheld under the Access to Information Act and the Privacy Act.

Boardroom Bound: Elevating Women to Governance Excellence

Through this 30-month project, the African Canadian Civic Engagement Council will help advance women’s representation in leadership and decision-making roles through systemic change. Specifically, the project will address systemic barriers for racialized women and women of African descent within governance roles. This will be achieved through education and training, mentorship, outreach and policy advocacy, and partnership development. An external evaluator will measure and assess the impact of the project.

Reconciliation and Equity Voices: Empowering Indigenous 2SLGBTQI+ Communities

Through this 29-month project, Support Network for Indigenous Women & Women of Colour will address the needs and barriers to equality for 2SLGBTQI+ communities. This will be achieved by forming a Racial Equity Steering Committee for strategic planning, conducting a comprehensive organizational assessment, creating and disseminating resources, developing an online oral history collection from Indigenous LGBTQ+ individuals, and conducting evaluation and sustainability planning.

Towards a Better Understanding of Trans Rights

Through this 30-month project, Divergenres will address 2SLGBTQI+ communities’ needs and barriers to equality, specifically those of the trans and non-binary community. To achieve this, the organization will provide workshops to educate trans people on their rights and existing mechanisms to uphold those rights. It will also develop training for frontline workers and community organizations on trans rights and strategies for promoting them. This education work will be supported through the creation and dissemination of a guide and card game for trans people on their rights, as well as a handbook on trans rights for the relevant practitioners. Finally, Divergenres will select and train two groups in the greater Québec City area to support trans people through processes related to their rights.

Women’s 7 – Engaging on Canada’s G7 Presidency

This 14-month project aims to support the coordination and implementation of the “Women’s 7” (W7), one of several official engagement groups facilitating inputs and discussions with civil society and experts, while contributing to improved gender equality outcomes resulting from Canada’s G7 Presidency in 2025. This will be achieved through the engagement of feminist activists and subject matter experts from Canada, G7 countries and the Global South in the gender-based analysis of Canada’s G7 themes and priorities; the gender analysis of previous G7 policy documents and commitments; the development of policy recommendations; and the engagement of G7 officials and gender equality leaders, including Canada, G7 Countries, and the Gender Equality Advisory Council (GEAC). Key activities include the publication of research papers providing a gender-based analysis of Canada’s G7 priorities, the formation of thematic working groups who will provide recommendations on Canada’s G7 priorities, the development of policy documents including a communique, analysis and recommendations, the communication and outreach of W7 policy documentation, and the engagement with the GEAC.
