In June 2016, as part of the Open Government Action Plan, the Treasury Board of Canada Secretariat (TBS) committed to increasing the transparency and usefulness of grants and contribution data and subsequently launched the Guidelines on the Reporting of Grants and Contributions Awards, effective April 1, 2018.
The rules and principles governing government grants and contributions are outlined in the Treasury Board Policy on Transfer Payments. Transfer payments are transfers of money, goods, services or assets made from an appropriation to individuals, organizations or other levels of government, without the federal government directly receiving goods or services in return, but which may require the recipient to provide a report or other information subsequent to receiving payment. These expenditures are reported in the Public Accounts of Canada. The major types of transfer payments are grants, contributions and \'other transfer payments\'.
Included in this category, but not to be reported under proactive disclosure of awards, are (1) transfers to other levels of government such as Equalization payments as well as Canada Health and Social Transfer payments. (2) Grants and contributions reallocated or otherwise redistributed by the recipient to third parties; and (3) information that would normally be withheld under the Access to Information Act and the Privacy Act.

Syria Crisis - Basic Needs and Protection Response in Jordan - CARE Canada 2020-2021

January 2020 - With the Syria crisis in its ninth year, Jordan continues to host up to 1.3 million Syrian refugees in camps and host communities, of whom over 650,000 are registered. Additional populations of concern include 58,000 Iraqis, as well as a small number of unregistered refugees, including those from Yemen. Crisis-affected populations require continued assistance to address basic humanitarian and protection needs.
With GAC’s support, CARE Canada is providing basic needs and protection support to refugees and vulnerable Jordanians. The intervention aims to reach 32,300 individuals. Project activities include: (1) providing holistic and gender-focused case management to vulnerable populations in the community centres and/or through community outreach; (2) providing psychosocial support (PSS) services, peer support and one-on-one counselling to Syrian and non-Syrian refugees, and host community members, especially women and children; (3) increasing capacity of Women’s Leadership Councils through training, support, and an internship program; and (4) providing emergency cash assistance to the most vulnerable households.

Uganda - Humanitarian Assistance for South Sudanese Refugees - CLWR 2018

March 2018 – Uganda hosts the largest number of refugees in Africa, more than 1.4 million, with roughly two thirds of them having arrived from South Sudan since July 2016. This large and rapid influx has strained the humanitarian response capacity in northern Uganda to near breaking. New refugee settlements almost immediately reach full capacity, while service providers struggle to meet the most basic needs of the community. Overall, South Sudanese make up more than three quarters of the refugee population in Uganda (more than 1 million people).
With GAC’s support, the Canadian Lutheran World Relief (CLWR) is providing healthcare (including sexual and reproductive health), water and sanitation, protection, and livelihoods opportunities to an estimated 40,000 South Sudanese refugees and host communities in the Lamwo and Moyo districts of Uganda.

Rohingya Refugee Crisis - Creating a Gender Hub - UN Women

January 2019 – Following the outbreak of violence in Northern Rakhine State in August 2017, more than 735,000 Rohingya crossed from Myanmar into Bangladesh over a period of several months. These refugees joined an estimated 200,000 to 300,000 Rohingya refugees already in Bangladesh following earlier waves of displacement. The majority of the refugees are women and children.
With GAC’s support, UN Women works to establish a Gender Hub in Cox’s Bazar, Bangladesh.
