In June 2016, as part of the Open Government Action Plan, the Treasury Board of Canada Secretariat (TBS) committed to increasing the transparency and usefulness of grants and contribution data and subsequently launched the Guidelines on the Reporting of Grants and Contributions Awards, effective April 1, 2018.

The rules and principles governing government grants and contributions are outlined in the Treasury Board Policy on Transfer Payments. Transfer payments are transfers of money, goods, services or assets made from an appropriation to individuals, organizations or other levels of government, without the federal government directly receiving goods or services in return, but which may require the recipient to provide a report or other information subsequent to receiving payment. These expenditures are reported in the Public Accounts of Canada. The major types of transfer payments are grants, contributions and \'other transfer payments\'.

Included in this category, but not to be reported under proactive disclosure of awards, are (1) transfers to other levels of government such as Equalization payments as well as Canada Health and Social Transfer payments. (2) Grants and contributions reallocated or otherwise redistributed by the recipient to third parties; and (3) information that would normally be withheld under the Access to Information Act and the Privacy Act.

The project aims also to set up mechanisms for transparency and accountability within the government and to support inclusive citizen participation to enable Haitian people take ownership of the transition process. Finally, the project also aims to build the capacity of women in key governmental positions and promote gender equality in public administration.

With DFATD’s support, HelpAge is implementing an integrated support package, which includes psychosocial support, protection, hygiene kits, multi-purpose cash assistance (MPCA), legal aid, winterisation non-food items (NFIs), to meet the needs of 11,158 older people, caregivers, stakeholders (including 7,811 female and 3,347 male), in Dnipro, Donetsk, Zaporizhzhia, and Kharkiv. HelpAge will suspend its operations in the Donetsk region starting in 2026 - 2027.

Project activities include: (1) revising response program activities, outcomes, and monitoring frameworks, to address and monitor specific age and gender-related needs where relevant; (2) providing basic psychosocial support, assistive products, and training on fitting and maintaining devices with older persons and caregivers. Also offering legal, psychological, and social services to at-risk older people; (3) distributing MPCA, winterization non-food items such as winter clothes and blankets, and hygiene kits that include diapers and urological pads, to most at-risk older people. These include those with and without disabilities; and (4) organizing awareness raising workshops and seminars for humanitarian actors on age and disability inclusion.
