In June 2016, as part of the Open Government Action Plan, the Treasury Board of Canada Secretariat (TBS) committed to increasing the transparency and usefulness of grants and contribution data and subsequently launched the Guidelines on the Reporting of Grants and Contributions Awards, effective April 1, 2018.
The rules and principles governing government grants and contributions are outlined in the Treasury Board Policy on Transfer Payments. Transfer payments are transfers of money, goods, services or assets made from an appropriation to individuals, organizations or other levels of government, without the federal government directly receiving goods or services in return, but which may require the recipient to provide a report or other information subsequent to receiving payment. These expenditures are reported in the Public Accounts of Canada. The major types of transfer payments are grants, contributions and \'other transfer payments\'.
Included in this category, but not to be reported under proactive disclosure of awards, are (1) transfers to other levels of government such as Equalization payments as well as Canada Health and Social Transfer payments. (2) Grants and contributions reallocated or otherwise redistributed by the recipient to third parties; and (3) information that would normally be withheld under the Access to Information Act and the Privacy Act.

Technologies that can speedily and efficiently analyze large amounts of data in real-time are playing a critical role in helping healthcare professionals and governments predict the impact and spread of the Covid-19 virus over time. Enhanced data-sharing capabilities, particularly syndromic data between the population and health professionals, are also proving to be an indispensable tool for governments to confront the pandemic. Syndrome Anomaly Detection System (SADS) is an innovative platform that will help governments manage any health emergencies efficiently. SADS is an advanced real-time symptom collection and disease spreading analytics platform. SADS uses deep learning natural language processing (NLP) to capture a set of symptoms using conversations of patients from various sources including hospital triages, doctor’s offices, telehealth/pandemic hotlines, ambulances, online reporting systems, and social media. Other important information, such as age, gender, ethnicity, time, and location, are also anonymously collected from verbal and textual conversations. SADS then aggregates the syndromic and individual characteristics from these multiple sources and apply machine learning (ML) algorithms to classify and detect sudden increases in unusual syndromes in communities. SADS will immediately notify public health and government officials upon outbreak detection. Authorized parties can access both realtime and historical information in the analytics tools and further analysis of the data can be performed and shared with others. SADS will allow governments to manage disease outbreaks efficiently and in real-time. This platform will help governments save lives, reduce health care costs and hospitalizations.

Integran proposes to develop a unique, hybrid coating with durable-hydrophobic, antiviral and antimicrobial properties. The proposed coating will possess easy-to-clean properties while rapidly and continuously deactivating viruses and killing harmful bacteria and fungi on contact. The proposed coating has the ability to reduce fomite transmission (indirect contact transmission) of viruses (including COVID-19), bacteria and fungi, which can result in significant social, health, and economic benefits.
The proposed coating will continuously kill 99.9% of bacteria and deactivate viruses. The coating will possess the ideal properties to ensure that surfaces remain cleaner and less contaminated between cleanings, while also reducing the time and effort needed to clean, sanitize, and decontaminate surfaces. The proposed coating will be compatible with most surfaces, including metals, plastics, composites, glass, ceramic and wood. It can be applied in-situ onto existing surfaces, without the need for expensive renovations or replacements.
The proposed coating seeks to combine two of Integran's proven technologies: (i) durable-hydrophobic polymer coatings, and (ii) nanostructured antiviral and antimicrobial metals.

EnvisionSQ has developed an innovative disinfectant for application on virtually any surface, either in-situ or off-site, to help prevent spread of bacteria and viruses. This product is currently being submitted to Health Canada for approval. GermStopSQ is designed as a high-performing antimicrobial and antiviral disinfectant that works around the clock. The liquid formulation kills on contact and when dry, creates a clear, selfsanitizing coating material that ruptures the target organism’s protective outer covering. Independent tests show the GermStopSQ coating is more than 99.9999% effective at killing a broad range of microbes and 99.993% effective at killing coronavirus 229E, a recognized proxy for SARS-CoV-2, the virus that causes COVID-19. Thanks to its nanoengineered properties and unique polymer structure, GermStopSQ bonds to both hard and soft surfaces. It can be applied using a variety of delivery modes — spraying, rolling or wiping — depending on the type of surface. Once applied, it creates an invisible and durable film network structure. Its active ingredient is designed to keep surfaces disinfected for days, while a special photocatalytic ingredient provides additional disinfection every time it’s exposed to light. With this project, Envision SQ aims to optimize the GermStopSQ formulation for use in enclosed spaces and around sensitive equipment.

The proposes using the Hydroxyl Radical Sterilization Method to clean sensitive equipment and workspaces. The process includes two steps. First, the cold vapour of hydrogen peroxide generated and allowed to penetrate porous surfaces, cavities, vents in equipment and other complicated and hard to reach surfaces in rooms, vessels, aircraft and vehicles. Due to a relatively high boiling point (150.2 °C), hydrogen peroxide tends to concentrate on solid surfaces. When the required concentration of hydrogen peroxide in the air is achieved, it is mixed with a limited and controllable amount of ozone added to the air in the treated space, and this is the second step. Ozone reacts with hydrogen peroxide by a reaction known as the peroxone oxidation that generates shortliving hydroxy radicals (OH·). Hydroxy radicals have very high disinfecting activity, much more effective than ozone or hydrogen peroxide alone. The final products of ozone and hydrogen peroxide reaction are harmless water vapour and oxygen. This means that as soon as ozone is sufficiently well mixed with the hydrogen peroxide in the treated room, no hydrogen peroxide nor ozone will remain in the air or on surfaces. The disinfected space and equipment would be safe to use immediately without ventilation.
