In June 2016, as part of the Open Government Action Plan, the Treasury Board of Canada Secretariat (TBS) committed to increasing the transparency and usefulness of grants and contribution data and subsequently launched the Guidelines on the Reporting of Grants and Contributions Awards, effective April 1, 2018.
The rules and principles governing government grants and contributions are outlined in the Treasury Board Policy on Transfer Payments. Transfer payments are transfers of money, goods, services or assets made from an appropriation to individuals, organizations or other levels of government, without the federal government directly receiving goods or services in return, but which may require the recipient to provide a report or other information subsequent to receiving payment. These expenditures are reported in the Public Accounts of Canada. The major types of transfer payments are grants, contributions and \'other transfer payments\'.
Included in this category, but not to be reported under proactive disclosure of awards, are (1) transfers to other levels of government such as Equalization payments as well as Canada Health and Social Transfer payments. (2) Grants and contributions reallocated or otherwise redistributed by the recipient to third parties; and (3) information that would normally be withheld under the Access to Information Act and the Privacy Act.

INPOWER: A proposal for Incorporating Needs of Women for Equality in Reproductive and Sexual Health

Through this 23-month project, The Society of Obstetricians and Gynaecologists of Canada (The SOGC) will build its capacity to advance gender equality. It will address the needs and barriers to equality for women in relation to their reproductive and sexual health. This project will aim to use evidence-based information about the sexual and reproductive health, and obstetrics and gynaecology needs of healthcare providers and patients, with special consideration for underserved groups. The SOGC will improve key competencies to develop expertise and better serve communities. This project will include knowledge and tool development, a review and updates of existing policies, and development of strategic and operational plans. The objective of this project is to build the long-term capacity of the SOGC to reduce inequities for women’s obstetrical, gynaecological, and sexual and reproductive health.
The Society of Obstetricians and Gynaecologists of Canada (SOGC) will use the 2026 project extension to finalize and disseminate standardized, trauma-informed and inclusive clinical tools for obstetrics, gynaecology, and sexual and reproductive health. Activities will include developing practical resources (clinical checklists, inclusive intake and documentation tools, and informed consent templates), sharing them nationally through provider networks and partner organizations, and supporting uptake through structured knowledge-translation activities. The project will also implement monitoring and evaluation mechanisms to track adoption and inform ongoing improvement across healthcare systems in Canada.
