In June 2016, as part of the Open Government Action Plan, the Treasury Board of Canada Secretariat (TBS) committed to increasing the transparency and usefulness of grants and contribution data and subsequently launched the Guidelines on the Reporting of Grants and Contributions Awards, effective April 1, 2018.
The rules and principles governing government grants and contributions are outlined in the Treasury Board Policy on Transfer Payments. Transfer payments are transfers of money, goods, services or assets made from an appropriation to individuals, organizations or other levels of government, without the federal government directly receiving goods or services in return, but which may require the recipient to provide a report or other information subsequent to receiving payment. These expenditures are reported in the Public Accounts of Canada. The major types of transfer payments are grants, contributions and \'other transfer payments\'.
Included in this category, but not to be reported under proactive disclosure of awards, are (1) transfers to other levels of government such as Equalization payments as well as Canada Health and Social Transfer payments. (2) Grants and contributions reallocated or otherwise redistributed by the recipient to third parties; and (3) information that would normally be withheld under the Access to Information Act and the Privacy Act.

This project will improve Search and Rescue prevention in the marine community by educating the public about rip current hazards ands how to avoid them, provide science-based information on local rip current characteristics related to environmental conditions, and make local environmental data available in real-time. To support the achievement of the project, the University of Victoria will partner with Parks Canada British Columbia who will operate the drone and make video recordings, and with British Columbia Search and Rescue Association who will help with the dissemination of the project results through British Columbia AdventureSmart.

A stronger structure to support Black Francophone women

Through this 29-month project, the Femme Moderne Influente association will build its capacity to advance gender equality.
Project activities will build the organization's capacity to improve its service delivery to Black immigrant women in Edmonton who are Francophones. The project will involve assessing the organization's needs; developing the governance infrastructure; implementing operational policies, a financial management system, and a marketing plan; and evaluating the organization's strategic plan.
Thanks to the additional funding and the extension granted at the beginning of 2026, the Association Femme Moderne Influente will modernize and digitize its website and digital tools, create a platform for managing its members and activities, and improve its communication and digital mobilization tools. This project to modernize and digitize organizational resources will enable the Association to improve its internal coordination, its communications with its members and partners, and its capacity to support women's empowerment initiatives.

Through this 29-month project, Hum-WE will build its capacity to advance gender equality. It will address the need to: 1) fill gaps in leadership skills and qualities within the organization to increase long-term viability; 2) create a solid plan to increase funding for their transitional shelter facility for domestic abuse victims ensuring privacy and safety; 3) build connections and collaborations with other organizations, government agencies, and stakeholders to pool resources, share knowledge, and coordinate services. As such, the project will include a capacity building needs assessment; skill development workshops; the development of a funding strategy; collaboration with organizations identified as having shared values and goals, particularly those focusing on women's empowerment and domestic violence, and the development and use of a robust project monitoring and evaluation framework.
