In June 2016, as part of the Open Government Action Plan, the Treasury Board of Canada Secretariat (TBS) committed to increasing the transparency and usefulness of grants and contribution data and subsequently launched the Guidelines on the Reporting of Grants and Contributions Awards, effective April 1, 2018.
The rules and principles governing government grants and contributions are outlined in the Treasury Board Policy on Transfer Payments. Transfer payments are transfers of money, goods, services or assets made from an appropriation to individuals, organizations or other levels of government, without the federal government directly receiving goods or services in return, but which may require the recipient to provide a report or other information subsequent to receiving payment. These expenditures are reported in the Public Accounts of Canada. The major types of transfer payments are grants, contributions and \'other transfer payments\'.
Included in this category, but not to be reported under proactive disclosure of awards, are (1) transfers to other levels of government such as Equalization payments as well as Canada Health and Social Transfer payments. (2) Grants and contributions reallocated or otherwise redistributed by the recipient to third parties; and (3) information that would normally be withheld under the Access to Information Act and the Privacy Act.

Training, demystification and empowerment project for the respect and inclusion of 2SLGBTQIA+ francophones in Ontario

Through this 28-month project, FrancoQueer will address the needs and barriers to equality for 2SLGBTQI+ communities. This will be achieved by (1) undertaking a community-based research on the root causes of hate towards 2SLGBTQIA+ people, the methods used to spread it, and the needs of service providers in targeted sectors (health, education, media) to address it; (2) developing the skills of service providers offering services in French in Ontario to ensure the delivery of inclusive services to francophone 2SLGBTQIA+ folks; (3) demystifying misinformation and prejudice among the general public and strengthening the capacity of francophone 2SLGBTQIA+ people in Ontario to assert their rights; and (4) conducting a project evaluation.

Through this 17-month project, the 'Mouvement pour l’autonomie dans l’enfantement' will build its capacity to advance women’s equality. More specifically, the organization will develop its in-house expertise to ensure sound management of its funding as well as its financial sustainability. To achieve this, the project will develop a new strategic plan, a guidance document, and strategies for action based on Gender-Based Analysis Plus, and will formulate strategies to support strong community work by the organization. By the end of the project, the organization will have built its capacity to advance women’s equality.
