In June 2016, as part of the Open Government Action Plan, the Treasury Board of Canada Secretariat (TBS) committed to increasing the transparency and usefulness of grants and contribution data and subsequently launched the Guidelines on the Reporting of Grants and Contributions Awards, effective April 1, 2018.
The rules and principles governing government grants and contributions are outlined in the Treasury Board Policy on Transfer Payments. Transfer payments are transfers of money, goods, services or assets made from an appropriation to individuals, organizations or other levels of government, without the federal government directly receiving goods or services in return, but which may require the recipient to provide a report or other information subsequent to receiving payment. These expenditures are reported in the Public Accounts of Canada. The major types of transfer payments are grants, contributions and \'other transfer payments\'.
Included in this category, but not to be reported under proactive disclosure of awards, are (1) transfers to other levels of government such as Equalization payments as well as Canada Health and Social Transfer payments. (2) Grants and contributions reallocated or otherwise redistributed by the recipient to third parties; and (3) information that would normally be withheld under the Access to Information Act and the Privacy Act.

Through this 19-month project, Women Speak up will build its capacity to empower women and to advance gender equality. It will address both strategy and delivery to be an effective contributor to the network of women's organizations in Ottawa and Toronto, and to the women's movement in Canada. The project will: 1) improve organizational governance; 2) develop tools and practices to increase financial sustainability; 3) advance organizational HR through recruitment, recognition, building team culture, and training; 4) develop a strategic plan and the organizational capacity to deliver it (project management, performance measurement, IT, DEI, GBA+); and 5) engage with their community to better understand its needs and to better position Women Speak Up to help meet those needs.

SK Women Entrepreneurship Charter Project

Through this 20-month systemic change project, Women Entrepreneurs of SK Inc (WESK) will scale their SK Women Entrepreneurship Charter Project to advance women’s economic security. It will scale to grow charter signatories across the province with a focus on crown corporations, municipalities and post-secondary institutions and large private corporations. It will address women’s economic security and prosperity by working to create equitable procurement by eliminating barriers, shifting perceptions, and establishing diversity targets. To do so, the project will develop resources and supports for charter signatories to utilize to champion systemic change, facilitate an environment that brings together suppliers and buyers to build connections and relationships and work to promote the project on a larger scale and across industries. WESK will evaluate the success of the project through yearly bench marking surveys to participants and compile data yearly to determine progress is being made.

Generating Knowledge, Creating Change: Empowering women experiencing poverty in Saint John, N.B. through participatory research

Through this 24-month systemic change project, the Saint John Learning Exchange will help advance women’s economic security and prosperity through systemic change. Specifically, the project will address systemic barriers within policies and practices that impact women and gender diverse individuals living in poverty by using Community-Based Participatory Action Research methods to create opportunities for women with lived experience to generate knowledge and take action to change unjust systems, policies, and practices that impact their lives. An external evaluator will measure and assess the impact of the systemic change project.

Through this 19-month project, Girls Inc of Northern Alberta will build its capacity to advance gender equality. It will address organizational sustainability through fund development and management related human resource development, governance enhancement and strategic planning. To do so the organization will identify learning opportunities and then adapting those learnings to create an in-house training manual. They will also hire a consultant to support reviewing and assessing board governance, board policies and strategic planning through a GBA+ framework that will build the organization’s operational capacity in advancing gender equality.

Through this 19-month systemic change project, Services intégrés pour l’emploi will top-up an initial Enterprise égalitaire certification project to advance women’s economic security and prosperity. The initial project, which focused on the Arthabaska RCM, will be extended to the Bécancour, Nicolet-Yamaska and L’Érable RCMs. It will address systemic barriers faced by women in non-traditional fields or seeking employment in male-dominated sectors. To that end, the project will raise awareness among businesses and assist them through, among other things, policy reviews and training, so they can obtain the Entreprise égalitaire certification recognizing that they apply values of equality between men and women, fight harassment, welcome their employees in an inclusive manner and provide ergonomic workstations. In addition, Services intégrés pour l’emploi will highlight businesses that are making efforts to better welcome and integrate women.
