In June 2016, as part of the Open Government Action Plan, the Treasury Board of Canada Secretariat (TBS) committed to increasing the transparency and usefulness of grants and contribution data and subsequently launched the Guidelines on the Reporting of Grants and Contributions Awards, effective April 1, 2018.

The rules and principles governing government grants and contributions are outlined in the Treasury Board Policy on Transfer Payments. Transfer payments are transfers of money, goods, services or assets made from an appropriation to individuals, organizations or other levels of government, without the federal government directly receiving goods or services in return, but which may require the recipient to provide a report or other information subsequent to receiving payment. These expenditures are reported in the Public Accounts of Canada. The major types of transfer payments are grants, contributions and \'other transfer payments\'.

Included in this category, but not to be reported under proactive disclosure of awards, are (1) transfers to other levels of government such as Equalization payments as well as Canada Health and Social Transfer payments. (2) Grants and contributions reallocated or otherwise redistributed by the recipient to third parties; and (3) information that would normally be withheld under the Access to Information Act and the Privacy Act.

Through this 30-month project, the Réseau d’action pour l’égalité des femmes immigrées et racisées du Québec will help advance women’s economic security and prosperity through systemic change. More specifically, the project will address systemic barriers facing immigrant women workers due to foreign credentials not being recognized, including some processes for recognizing prior learning and acquired competencies that lead to professional deskilling. To achieve this, the project will engage immigrant women in identifying needs and solutions; propose strategies designed with the relevant bodies to promote progress on the recognition of prior learning and acquired competencies; consolidate efforts through a forum for coordination; and deploy an awareness strategy, including a training guide, to promote the identified ways of fostering socio-professional inclusion for immigrant women. An external evaluation will measure and assess the impact of this systemic change project.

Capacity building to meet the needs of Niagara women

Through this 30-month project, Solidarité des femmes et familles interconnectées francophones du Niagara (SOFIFRAN) will build its capacity to advance gender equality. It will address emerging issues facing francophone immigrant women in the Niagara region. The project will include research, an external assessment and community consultations to better understand the issues faced by French-speaking immigrant women in the region, and to identify priority actions to address them using a Gender Base Analysis Plus (GBA+) approach. The project will also include the development of a strategic plan, partnerships and training for the SOFIFRAN team in mental health, digital tools and computer software. An evaluation will be carried out to measure the results of the project.

With the Supplemental funds and extension provided in early 2026, SOFIFRAN will carry out the full implementation of an integrated organizational governance system, a structural digital transformation including a data management system and a strategic communication plan, as well as the consolidation of a financial viability plan and a monitoring and evaluation framework.
