In June 2016, as part of the Open Government Action Plan, the Treasury Board of Canada Secretariat (TBS) committed to increasing the transparency and usefulness of grants and contribution data and subsequently launched the Guidelines on the Reporting of Grants and Contributions Awards, effective April 1, 2018.

The rules and principles governing government grants and contributions are outlined in the Treasury Board Policy on Transfer Payments. Transfer payments are transfers of money, goods, services or assets made from an appropriation to individuals, organizations or other levels of government, without the federal government directly receiving goods or services in return, but which may require the recipient to provide a report or other information subsequent to receiving payment. These expenditures are reported in the Public Accounts of Canada. The major types of transfer payments are grants, contributions and \'other transfer payments\'.

Included in this category, but not to be reported under proactive disclosure of awards, are (1) transfers to other levels of government such as Equalization payments as well as Canada Health and Social Transfer payments. (2) Grants and contributions reallocated or otherwise redistributed by the recipient to third parties; and (3) information that would normally be withheld under the Access to Information Act and the Privacy Act.

Description:

The Centre for Research on Pandemic Preparedness and Health Emergencies (CRPPHE) is housed at CIHR with a mandate to grow Canada’s research leadership in preparedness, prevention, response, and recovery from pandemics and public health emergencies, including by building and supporting Canadian research capacity in the field.

CRPPHE will offer multi-year funding to support projects that are aligned with the CRPPHE mandate and which has a primary research objective related to preparing for and/or responding to existing and future pandemics and other health emergencies* in the following research areas:

• Patient-oriented research, which refers to a continuum of research that engages patients as partners, focusses on patient-identified priorities and improves patient outcomes. This research, conducted by multidisciplinary teams in partnership with relevant stakeholders, aims to apply the knowledge generated to improve healthcare systems and practices;
• Indigenous Health Research which is research that is conducted by, grounded in, or engaged with, First Nations, Inuit or Métis communities, societies or individuals and their wisdom, cultures, experiences or knowledge systems, as expressed in their dynamic forms, past and present; and/or
• Community-centered Action Research which involves community members in all stages of the research process—from the very beginning to define the research question. This ensures relevance to the community, capacity-building, and integration of community members in conducting the research; it also promotes active participation in the development and implementation of the dissemination strategy. In addition to these principles, community-based research maintains the same level of methodological rigour and ethical review as other research approaches.
