Grants and Contributions

About this information

In June 2016, as part of the Open Government Action Plan, the Treasury Board of Canada Secretariat (TBS) committed to increasing the transparency and usefulness of grants and contribution data and subsequently launched the Guidelines on the Reporting of Grants and Contributions Awards, effective April 1, 2018.

The rules and principles governing government grants and contributions are outlined in the Treasury Board Policy on Transfer Payments. Transfer payments are transfers of money, goods, services or assets made from an appropriation to individuals, organizations or other levels of government, without the federal government directly receiving goods or services in return, but which may require the recipient to provide a report or other information subsequent to receiving payment. These expenditures are reported in the Public Accounts of Canada. The major types of transfer payments are grants, contributions and \'other transfer payments\'.

Included in this category, but not to be reported under proactive disclosure of awards, are (1) transfers to other levels of government such as Equalization payments as well as Canada Health and Social Transfer payments. (2) Grants and contributions reallocated or otherwise redistributed by the recipient to third parties; and (3) information that would normally be withheld under the Access to Information Act and the Privacy Act.

Description:

A lidar (Light Detection and Ranging) instrument is a remote sensing device that determines the range to an object by emitting laser pulses towards it and analyzing the reflection. By emitting multiple pulses, a lidar can create an accurate 3D point cloud of the target object. Teledyne Optech is a leader in the lidar industry and develops and manufactures advanced lidar survey systems that are currently being used on Earth and in Space.

Teledyne Optech's proposed AI-Enabled 2-Axis Scanner will use an enhanced dual-axis scanning technique to collect frames of lidar data at a high rate, process the data into a point cloud in real-time, and supply the data to an artificial intelligence (AI) engine for analysis and object classification.

This technology can be applied to numerous surveying and monitoring applications, in Optech's existing commercial markets (terrestrial scanning, mining, etc.), as well as in various marine, defense and space applications.

Description:

Garrow Space Systems is a Canadian start up developing a brand new small propulsion system. Their system will be electrically powered and use less traditional fuels to enable higher efficiency thrust. This unique design will also enable more precise control of spacecraft in low earth orbit and beyond. This is a key technology to enable industry in space on a scale unlike anything we have seen so far. The project is managed by a group of recent graduates and current university students from British Columbia. The team is looking to use their unique skill set enabled by Canadian Space Agency projects such as the Canadian CubeSat Project to advance the Canadian space industry and economy.
