Grants and Contributions
About this information
In June 2016, as part of the Open Government Action Plan, the Treasury Board of Canada Secretariat (TBS) committed to increasing the transparency and usefulness of grants and contribution data and subsequently launched the Guidelines on the Reporting of Grants and Contributions Awards, effective April 1, 2018.
The rules and principles governing government grants and contributions are outlined in the Treasury Board Policy on Transfer Payments. Transfer payments are transfers of money, goods, services or assets made from an appropriation to individuals, organizations or other levels of government, without the federal government directly receiving goods or services in return, but which may require the recipient to provide a report or other information subsequent to receiving payment. These expenditures are reported in the Public Accounts of Canada. The major types of transfer payments are grants, contributions and \'other transfer payments\'.
Included in this category, but not to be reported under proactive disclosure of awards, are (1) transfers to other levels of government such as Equalization payments as well as Canada Health and Social Transfer payments. (2) Grants and contributions reallocated or otherwise redistributed by the recipient to third parties; and (3) information that would normally be withheld under the Access to Information Act and the Privacy Act.

Multisectoral Initiative for the Future of Youth in the Green Economy in Senegal
7464781 P013941001
This project aims to increase economic opportunities for vulnerable youth, particularly young women, in two border regions in southeastern Senegal, namely Tambacounda and Kédougou, which are affected by unemployment, low agricultural productivity exacerbated by climate change, and deeply rooted gender inequalities.
The project's activities include: 1) strengthening the capacities of communities, educational actors, and authorities to reduce gender and age-based barriers and to maintain them in educational programs at the middle and secondary levels, as well as technical and vocational training; 2) developing and delivering academic and technical and vocational training programs that are adapted to the specific conditions of markets and the climate-smart green economy; 3) strengthening employment hubs and professional integration cells to prepare and guide young people towards educational pathways and green economy jobs; 4) implementing a literacy and financial literacy support program that takes into account the differentiated vulnerability factors of young people. This project aims to train and strengthen the capacities and means of action of more than 43,800 youth (including 24,550 young women), focusing on education, technical and vocational training, and entrepreneurship in the promising sectors of the green economy. Overall, the project will indirectly reach 258,000 people by improving national policies and mobilizing green financing for the socioeconomic empowerment of young women and women.
