In June 2016, as part of the Open Government Action Plan, the Treasury Board of Canada Secretariat (TBS) committed to increasing the transparency and usefulness of grants and contribution data and subsequently launched the Guidelines on the Reporting of Grants and Contributions Awards, effective April 1, 2018.
The rules and principles governing government grants and contributions are outlined in the Treasury Board Policy on Transfer Payments. Transfer payments are transfers of money, goods, services or assets made from an appropriation to individuals, organizations or other levels of government, without the federal government directly receiving goods or services in return, but which may require the recipient to provide a report or other information subsequent to receiving payment. These expenditures are reported in the Public Accounts of Canada. The major types of transfer payments are grants, contributions and \'other transfer payments\'.
Included in this category, but not to be reported under proactive disclosure of awards, are (1) transfers to other levels of government such as Equalization payments as well as Canada Health and Social Transfer payments. (2) Grants and contributions reallocated or otherwise redistributed by the recipient to third parties; and (3) information that would normally be withheld under the Access to Information Act and the Privacy Act.

Project to support sexual and reproductive health for women in Côte d'Ivoire

This project aims to improve human rights related to the sexual and reproductive health of women and adolescent girls in the Bas-Sassandra district of Côte d'Ivoire. The activities of this project include: 1) providing technical assistance to local health authorities on planning, managing, and monitoring the delivery of gender-sensitive, inclusive, and accountable sexual and reproductive health services; 2) delivering a training program for health personnel on modern sexual and reproductive health approaches that respond to the needs of adolescent girls; 3) organize awareness campaigns on adolescent sexual and reproductive health and rights that target community members, particularly parents, religious leaders, and adolescents; and 4) establish mobile teams to provide sexual and reproductive health and rights support to out-of-school youth. This project aims to directly benefit more than 165,000 adolescent girls and indirectly benefit 264,000 people, including 4,000 health and education sector intermediaries, and approximately 260,000 members of the target communities, particularly parents, religious leaders, and adolescents.

This 13-month project will strengthen the capacity and networks of the Canadian Professional Association for Transgender Health (CPATH) to advance LGBTQ2 equality. This will be achieved by building organizational infrastructure, increasing board capacity and updating the strategic plan to increase internal capacity and support sustainability; and by offering collaborative opportunities for network-building via committees and engagement plans to enhance membership and community engagement. This project will prioritize engagement of racialized and less privileged voices in trans communities, and support community co-planning and involvement.

Healthy Bodies Healthy Minds - South Sudan

This project works to increase equal opportunities for school-age girls and young women, including those with disabilities, to attend school in Gogrial West, South Sudan. Project activities include: (1) providing menstrual hygiene management support; (2) constructing safe water, sanitation and hygiene facilities in schools; and (3) conducting training and education sessions with parents, school personnel, students, and school management committees on hygiene, menstrual hygiene management, and sexual and gender based violence (SGBV).
The project aims to support approximately 9,000 school-aged girls and young women in selected primary and secondary schools. Boys are included in specific aspects of the project – such as education, school clubs, hygiene product distribution – to encourage their full participation and reduce instances of SGBV in schools.
This project works to directly contribute to Canada’s G7 Charlevoix Declaration on Quality Education for Girls, Adolescent Girls and Women in Developing Countries.

Building Inclusive 2SLGBTQI+ Communities

Through this 25-month project, North Bay Pride will address the needs and barriers to equality for 2SLGBTQI+ communities. This will be achieved by (1) creating a Community Advisory Group representing diverse voices; (2) conducting a Needs Assessment to identify barriers to inclusion for diverse members in the 2SLGBTQI+ Community, and action steps to address them; (3) validating the Needs Assessment / Action plan with 2SLGBTQI+ Intersectional Groups; (4) piloting targeted activities to address barriers to diverse 2SLGBTQI+ engagement, one of which is the development of accessible platforms; and (5) mobilizing information and resources to the broader community and so address the specific needs of diverse 2SLGBTQI+ people.

Blackfoot Gender Justice and Relationality Project

Through this 28-month project, Opokaa'sin Early Intervention Society will increase its ability to prevent and address gender-based violence (GBV) against Indigenous women, girls, and 2SLGBTQQIA+ people, with a focus on Indigenous women and 2SLGBTQQIA+ individuals living in southern Alberta who identify as members of the Blackfoot Confederacy. This will be achieved by undertaking organizational learning to address key information gaps, and to create knowledge-based resources that aim to increase understanding of Indigenous gender and sexual diversity and prevent sexualized forms of violence against Indigenous women and 2SLGBTQQIA+ people; expanding organizational networks through the formation of an Opokaa’sin-centred relationality network that will work towards advancing a Blackfoot vision of gender justice; collaborating on initiatives to drive change, including the development of Blackfoot gender relationality agreements and wise practices for government policies and community projects; and developing advocacy strategies in service of honouring, promoting, and supporting Blackfoot gender diversity and inclusion.
This project will engage community members and various local Indigenous groups and agencies in guiding the creation of a framework for hearing and propelling Blackfoot perspectives on gender violence prevention and gender justice. The approaches taken will be Blackfoot-grounded and will incorporate conventional perspectives from knowledge keepers and Elders, along with the diverse lived experience knowledge held by Blackfoot women and 2SLGBTQQIA+ community members.
By the end of the project, Opokaa'sin Early Intervention Society will have strengthened its capacity to prevent and address GBV against Indigenous women, girls, and 2SLGBTQQIA+ people, with a focus on Indigenous women and 2SLGBTQQIA+ individuals living in southern Alberta.

It will address existing internal capacity gaps to serve the needs of LGBTQI+ African Refugees and Newcomers. The project will include developing an Organizational Capacity Development plan, including updating governance documents; developing financial management guidelines and procuring financial management and donor management/branding software; creating a Human Resource manual, Volunteer Engagement policy, and related templates; and developing a Monitoring, Evaluation and Learning plan.

Interligne: The Canada-wide beacon for LGBTQ+ people

This 16-month project will strengthen the capacity and network of Centre Interligne to advance LGBTQ2 equality. The project objectives will be achieved through the following activities: develop tools to increase governance, management (administrative, financial, human resources) and philanthropic effectiveness; establish partnerships to better reach and serve Canadian Francophone communities outside Quebec; and improve current tools to better reach and serve Quebec’s Anglophone communities.
By the end of the project, the organization will have increased its knowledge and capacity to advance equality in terms of gender, sexual orientation, gender identity, and gender expression. In addition, partnerships and collaborations will have been established or strengthened to support the LGBTQ2 movement.

Queer and Gender Diverse Access to Knowledge Enhancement and Care Navigation in Rural ON

Through this 14-month project, TransCare+ will develop community-informed initiatives to overcome key issues facing 2SLGBTQ+ communities, with a focus on Indigenous, 2SLGBTQ+ communities, people of colour, disabled folks, people living in a northern, remote, or rural area in Kingston and southern/western Ontario, Thunder Bay and northwestern Ontario, Sudbury and northeastern Ontario, and rural eastern Ontario. This will be achieved by 1) establishing project governance, 2) conducting a comprehensive environmental and resource scan, 3) developing an interactive e-learning platform, 4) engaging rurally located queer and gender diverse people in care navigation, 5) conducting data collection, monitoring, and evaluation of tools, and 6) engaging community in ongoing education and knowledge-sharing.
This project will engage with the following community collectives/organizations 1) Rural Ontario Community of Queer Youth (ROCQY), 2) Rainbow Collective of Thunder-Bay (RCTB), 3) TG Innerselves (TGI), and 4) Rural, POC, and Queer (RB&Q) to be part of the steering committee for this project along with representation from TransCare+.
By the end of this project, TransCare+ will have supported a community-informed project to address key issues facing 2SLGBTQ+ communities and advance equality for 2SLGBTQ+ people, with a focus on Indigenous, 2SLGBTQ+ communities, people of colour, disabled folks, people living in a northern, remote, or rural area.
