In June 2016, as part of the Open Government Action Plan, the Treasury Board of Canada Secretariat (TBS) committed to increasing the transparency and usefulness of grants and contribution data and subsequently launched the Guidelines on the Reporting of Grants and Contributions Awards, effective April 1, 2018.
The rules and principles governing government grants and contributions are outlined in the Treasury Board Policy on Transfer Payments. Transfer payments are transfers of money, goods, services or assets made from an appropriation to individuals, organizations or other levels of government, without the federal government directly receiving goods or services in return, but which may require the recipient to provide a report or other information subsequent to receiving payment. These expenditures are reported in the Public Accounts of Canada. The major types of transfer payments are grants, contributions and \'other transfer payments\'.
Included in this category, but not to be reported under proactive disclosure of awards, are (1) transfers to other levels of government such as Equalization payments as well as Canada Health and Social Transfer payments. (2) Grants and contributions reallocated or otherwise redistributed by the recipient to third parties; and (3) information that would normally be withheld under the Access to Information Act and the Privacy Act.

Construction of a Sidewalk on Racette Road, Saint-Augustin-de-Desmaures
The project involves adding a complete sidewalk on the west side of Racette Road for approximately 1,250 metres and rebuilding the sidewalk on the east side of Racette Road for approximately 1,250 metres, for a total of 2,500 linear metres. The sidewalks will be 1.8 metres wide. The project will have a total surface area of 4,650 metres squared. In addition to a gain in terms of dimensions, safety and comfort will be improved, as the outdated state of the sidewalks makes it difficult for active transport to circulate, due to the numerous faults, sags, and holes. In addition, the addition of a brand-new sidewalk on one side of the road will further enhance safety and active travel. This work is part of a larger project to completely upgrade Route Racette by summer 2024.

Environmental Assessments & Compensation Plan - West Bay Connector
The Project will complete Environmental Assessments and a Compensation Plan to provide the necessary data to advance the West Bay Connector Trail projects.
The Assessments and Compensation Plan are one phase of the West Bay Connector Trail projects to resolve long-standing pedestrian/bicycle commuter safety and fatality issues for pedestrian and bicycle commuters between the adjacent communities of Salmon Arm, Adams Lake Band, Neskonlith Band, and Little Shuswap Lake Band along the west side of Salmon Arm Bay on Shuswap Lake.
