In June 2016, as part of the Open Government Action Plan, the Treasury Board of Canada Secretariat (TBS) committed to increasing the transparency and usefulness of grants and contribution data and subsequently launched the Guidelines on the Reporting of Grants and Contributions Awards, effective April 1, 2018.

The rules and principles governing government grants and contributions are outlined in the Treasury Board Policy on Transfer Payments. Transfer payments are transfers of money, goods, services or assets made from an appropriation to individuals, organizations or other levels of government, without the federal government directly receiving goods or services in return, but which may require the recipient to provide a report or other information subsequent to receiving payment. These expenditures are reported in the Public Accounts of Canada. The major types of transfer payments are grants, contributions and \'other transfer payments\'.

Included in this category, but not to be reported under proactive disclosure of awards, are (1) transfers to other levels of government such as Equalization payments as well as Canada Health and Social Transfer payments. (2) Grants and contributions reallocated or otherwise redistributed by the recipient to third parties; and (3) information that would normally be withheld under the Access to Information Act and the Privacy Act.

Wyvern is developing technology which will enable an optical telescope to unfold in space, allowing to deliver higher quality images of earth from even smaller satellites. Upon deployment from a stowed position, the increased light collecting area of the primary mirror would allow to take images with a higher spectral content. Essentially, it would allow to build an inexpensive satellite with the data performance of a much larger and more expensive one.
Currently, farmers pay significant fees to specialist companies to fly airplanes and drones over their fields to determine crop health and vitality. This would be more convenient and affordable from a satellite platform. Currently there are no satellites that provide fully suitable products. Wyvern is developing a solution that will change this.

Description:

Although night environmental conditions can be extreme and fluctuate drastically compared to daytime conditions, for an observation planned months in advance, everything must perform at the expected time.

Up to now, Canada has been ahead of the curve with its unrivalled capability in ultra-sensitive imaging thanks to the Nüvü Cameras and this work will expand its ability to support detectors under difficult conditions.

The project will enhance the opportunity for Canadian imaging technology to be considered in future terrestrial solutions to detect and track space debris or demonstrate the optimal performance of the technology in stratospheric balloon and observatory tests, an important feature for being included in future space exploration and surveillance missions.

High-Performance GaN MOSFETs for Enhanced Spaceborne MMICs

The objective of the proposed project is to develop a space-qualified gallium nitride (GaN) integrated circuit platform capable of exceptional performance for next-generation satellite communications and spaceborne radar systems. In particular, upon completion of this project, the proposed GaN transistor chip platform will be operable at significantly higher frequencies and signal power levels than existing platforms. More specifically, the proposed chip platform will be capable of operating in challenging millimetre-wave frequency bands, enabling substantial improvements to the bandwidth of future low Earth orbit (LEO) satcom constellations for enhanced satellite internet in rural areas. It is anticipated that the GaN MOSFET will offer first-in-class performance, exceeding that of competing platforms in both terrestrial and space environments, while simultaneously providing indigenous commercial semiconductor manufacturing capability in Canada.

Hemispherical Camera for Space Situational Awareness

Description:

The number of satellites and debris in Low Earth Orbit (LEO) is increasing rapidly over time and few options exist to remove or mitigate their presence. Therefore, Space Situational Awareness (SSA) of objects in the vicinity of (or on course toward) a host satellite or space station is becoming more important, to improve risk management through advanced planning of active manoeuvres and to generally understand the debris population in LEO, for which there is a gap in publicly available information for objects below 10 cm cross-section.
MDA will develop and characterize a compact hemispherical lens assembly coupled to an innovative and high-sensitivity detector. The performance of the hemispherical camera will push range and resolution beyond what is available elsewhere. This project is a key stepping stone for MDA to develop a future multi-sensor SSA product that allows operators to survey and react to objects in their asset's vicinity, creating Canadian capability at the forefront of technology that supports understanding and mitigation of the growing problem of LEO over-population.
