In June 2016, as part of the Open Government Action Plan, the Treasury Board of Canada Secretariat (TBS) committed to increasing the transparency and usefulness of grants and contribution data and subsequently launched the Guidelines on the Reporting of Grants and Contributions Awards, effective April 1, 2018.
The rules and principles governing government grants and contributions are outlined in the Treasury Board Policy on Transfer Payments. Transfer payments are transfers of money, goods, services or assets made from an appropriation to individuals, organizations or other levels of government, without the federal government directly receiving goods or services in return, but which may require the recipient to provide a report or other information subsequent to receiving payment. These expenditures are reported in the Public Accounts of Canada. The major types of transfer payments are grants, contributions and \'other transfer payments\'.
Included in this category, but not to be reported under proactive disclosure of awards, are (1) transfers to other levels of government such as Equalization payments as well as Canada Health and Social Transfer payments. (2) Grants and contributions reallocated or otherwise redistributed by the recipient to third parties; and (3) information that would normally be withheld under the Access to Information Act and the Privacy Act.

Through this 33-month systemic change project, Gradual Rising of Women (G.R.O.W.) Foundation will help advance women’s representation in leadership and decision-making roles through systemic change. Specifically, the project will address systemic barriers by establishing a partnership network, developing workshop coaching materials on hiring practices and workplace culture, implementing a series of workshop trainings for businesses in the 4 provinces of BC, AB, MB, ON and by hosting microevents to employers and women in the city of Edmonton to elevate awareness and education on workplace rights and advocacy. They will also organize a summit and job fair, where employers and women professionals can come together to share experiences and ideas and promote inclusive hiring practices.
The organization will partner collaboratively with several stakeholders including Buy Social Canada, Women Economic Council, and other members in the community to develop public awareness campaigns to keep members aware and engaged throughout the lifecycle of the project.
An external evaluator will measure and assess the project’s impact and effectiveness of the project.

Childcare at Work: Expanding Economic Security in Newfoundland and Labrador

Through this 21-month systemic change project, YWCA St. John’s will scale both YWCA Canada’s Born to Be Bold and Synergy projects to advance women’s economic security and prosperity. It will scale to a provincial scope by working with communities to test and address a lack of intersectional childcare policies and spaces as a systemic barrier to women’s economic security, significantly impacting those marginalized by immigration, race, class, and disability. To do so, the project will increase diverse women’s leadership and participation in systems change by developing a Project Advisory Committee made up of women of diverse lived-experiences to shape community-informed policy recommendations to childcare expansion. It will strengthen new and existing partnerships to promote multi-sector collaboration to act on these community-informed approaches. The project will widely share community informed learnings to support the development and implementation of stronger intersectional policies related to childcare, leading to lasting systemic change for gender equity and economic security. With provincial and national partners, it will engage in bilateral knowledge sharing of community-informed approaches on a local and national scale.

Removing Barriers to Economic Participation and Security for Black Girls and Women in Ontario

This 20-month project, expanding the “Providing Culturally Relevant and Responsive Career Pathways for Black Women in Ontario” regional initiative, aims to enhance the economic participation, security, and prosperity of Black girls and women in Ontario’s education system and labor force. Specifically, Future Black Female (FBF) will tackle systemic barriers that impede Black women aged 16 to 22 from succeeding in high school, entering post-secondary education, and securing prosperous employment. FBF will mobilize community partners, businesses, and enterprises to address these barriers and improve economic security. By facilitating knowledge exchange and translation, FBF will advocate for significant change through stakeholder and employer-focused workshops in sectors where Black women are under-represented. Additionally, FBF will provide tools, resources, and spaces for Black girls and women to drive systemic change as community advocates. Black-focused Affinity Groups and Clubs in educational institutions will set goals to promote culturally relevant care and leadership opportunities. FBF will also foster ongoing collaborations with community and corporate organizations to mitigate barriers to the economic security and prosperity of Black women in Ontario.

Through this 21-month project, the London Abused Women’s Centre (LAWC) will build its capacity to advance gender equality. It will address the need to fulfill the organizational mission and effectively support staff while increasing in size through the addition of a residential facility to support young women who have been sexually exploited and/or trafficked. The project will include 1) the development and implementation of a strategic plan to guide the organization throughout its expansion over the next five fiscal years; and 2) the focus on staff well-being, development and retention by building organizational capacity and related in-house resources through professional development and trainings.
