In June 2016, as part of the Open Government Action Plan, the Treasury Board of Canada Secretariat (TBS) committed to increasing the transparency and usefulness of grants and contribution data and subsequently launched the Guidelines on the Reporting of Grants and Contributions Awards, effective April 1, 2018.
The rules and principles governing government grants and contributions are outlined in the Treasury Board Policy on Transfer Payments. Transfer payments are transfers of money, goods, services or assets made from an appropriation to individuals, organizations or other levels of government, without the federal government directly receiving goods or services in return, but which may require the recipient to provide a report or other information subsequent to receiving payment. These expenditures are reported in the Public Accounts of Canada. The major types of transfer payments are grants, contributions and \'other transfer payments\'.
Included in this category, but not to be reported under proactive disclosure of awards, are (1) transfers to other levels of government such as Equalization payments as well as Canada Health and Social Transfer payments. (2) Grants and contributions reallocated or otherwise redistributed by the recipient to third parties; and (3) information that would normally be withheld under the Access to Information Act and the Privacy Act.

The transmitters used in future fiber optic networks will require higher optical powers to sustain ever increasing bit rates and network flexibility. However, it is currently a technological challenge to implement an optical amplifier in the area of the transmitter for which its impact would be the largest. SCINTIL Photonics has developed a silicon photonics platform which allows the integration of amplifiers at this key point in the link. NRC has developed materials for amplifying optical signals which introduce little noise in the optical signal, a perfect fit for the transmitters SCINTIL is developing. This project will aim to utilize SCINTIL’s amplifier integration process, in combination with NRC’s amplifier materials, to develop the next generation of high speed, energy-efficient optical communication systems, with research support from the University of Toronto

The project will create 630m of sidewalk within the Village of Canning. This sidewalk is proposed for Summer Street between J Jordan Road and Chapel Road, where another proposed sidewalk would continue to meet Route 358. This sidewalk will help to create a pedestrian grid within Canning and prioritize safe routes to school. The sidewalk will connect to other sidewalk infrastructure that link to the downtown core, daycare, elementary school, middle and high school, a residential development and recreation opportunities.

The retrofit of a cultural building in Charlottetown, PE will improve the public availability, accessibility, and energy efficiency of an existing community building. The retrofit will include renovation and rehabilitation of an existing building, providing open and accessible community services to the public such as expanded arts education in theatre, dance and visual arts, accessible and inclusive classes for underserved populations, Indigenous knowledge sharing in partnership with First Nations communities, and improved spaces and resources for cultural learning.
