In June 2016, as part of the Open Government Action Plan, the Treasury Board of Canada Secretariat (TBS) committed to increasing the transparency and usefulness of grants and contribution data and subsequently launched the Guidelines on the Reporting of Grants and Contributions Awards, effective April 1, 2018.

The rules and principles governing government grants and contributions are outlined in the Treasury Board Policy on Transfer Payments. Transfer payments are transfers of money, goods, services or assets made from an appropriation to individuals, organizations or other levels of government, without the federal government directly receiving goods or services in return, but which may require the recipient to provide a report or other information subsequent to receiving payment. These expenditures are reported in the Public Accounts of Canada. The major types of transfer payments are grants, contributions and \'other transfer payments\'.

Included in this category, but not to be reported under proactive disclosure of awards, are (1) transfers to other levels of government such as Equalization payments as well as Canada Health and Social Transfer payments. (2) Grants and contributions reallocated or otherwise redistributed by the recipient to third parties; and (3) information that would normally be withheld under the Access to Information Act and the Privacy Act.

Through this 24-month project, the Alliance des femmes de la francophonie canadienne (AFFC) will help advance access to leadership and decision-making roles for Francophone and Acadian women in minority communities across the country through systemic change. In collaboration with partner organizations, the AFFC will address systemic and structural barriers these women face. The organization will draw on research and best practices found in the literature to develop and provide strategic tools and workshops that support community organizations in implementing organizational changes to increase women’s representation in decision-making roles. The AFFC will equip itself with an action plan and a training plan focused on strengthening organizational capacity on inclusive diversity management, gender equality, and creating sexism-free environments. An external evaluation will measure the impact of this systemic change project.

Through this 21-month systemic change project, The Re-Seasoning Coalition (TRSC) will help advance the economic security and prosperity, and representation in leadership and decision-making roles for Black women in the foodservice industry. To do so, the project will conduct race-based research; develop an e-learning program (ELP) for industry leaders to learn about equity, anti-Black racism, and how to improve processes of promotion, recruitment, and retention of Black women; and promote the ELP at industry conferences and through partner networks. TRSC will also publish a content series that challenges stereotypes and highlights Black women in foodservice, host conferences for knowledge sharing, and connect Black women to industry leaders, recruiters, and mentors to build opportunities for advancement. An external evaluator will measure and assess the impact of this systemic change project.

Supplemental funding will enable The Re-Seasoning Coalition to coordinate and execute networking events to reach the project’s intended target group and facilitate the connection between members of the Black community and the food service industry.
