In June 2016, as part of the Open Government Action Plan, the Treasury Board of Canada Secretariat (TBS) committed to increasing the transparency and usefulness of grants and contribution data and subsequently launched the Guidelines on the Reporting of Grants and Contributions Awards, effective April 1, 2018.
The rules and principles governing government grants and contributions are outlined in the Treasury Board Policy on Transfer Payments. Transfer payments are transfers of money, goods, services or assets made from an appropriation to individuals, organizations or other levels of government, without the federal government directly receiving goods or services in return, but which may require the recipient to provide a report or other information subsequent to receiving payment. These expenditures are reported in the Public Accounts of Canada. The major types of transfer payments are grants, contributions and \'other transfer payments\'.
Included in this category, but not to be reported under proactive disclosure of awards, are (1) transfers to other levels of government such as Equalization payments as well as Canada Health and Social Transfer payments. (2) Grants and contributions reallocated or otherwise redistributed by the recipient to third parties; and (3) information that would normally be withheld under the Access to Information Act and the Privacy Act.

Through this 12-month systemic change project, York Region Women's Foundation will help advance women’s economic security and prosperity through systemic change. Specifically, the project will address systemic barriers faced by marginalized and racialized women by increasing the participation of, and opportunities for, diverse women in the labour market. The project will engage an advisory board with lived experience to lead a GBA+ assessment of systemic barriers within workplaces through surveys and focused dialogue. They will then develop a toolkit (including resources for employers, policy templates, etc.) to address inequities. The toolkit will be promoted to employers, who will be asked to commit to its implementation. An external evaluator will measure and assess the impact of the systemic change project.

Caring Cities in Canada: Transforming Urban Spaces for Gender Equity, Inclusion, and Care

With the Supplemental funds and extension provided in early 2026, the City for All Women Initiative (CAWI) will address lessons learned and gaps identified in Phase 1 by 1) designing and delivering an Action Forum on Community Safety and holding solutions-focused neighbourhood labs to engage underrepresented communities in the movement building of Caring Cities model; 2) mobilizing community action on Phase 1 policy recommendations through art, storytelling and accessible media; and 3) incorporating lessons learned from Phase 1 beta testing to roll-out Caring Cities training course for municipal policymakers and decisionmakers.

Strengthening our coalition: a stronger foundation for Ontario Sexual Assault Centres and systemic change

Through this 33-month project, the Ontario Coalition of Rape Crisis Centres (OCRCC) will build its capacity to advance gender equality. It will address the need to move from a consultant to staff model of employment; identify human resources processes and policies that better reflect organizational values of equity, diversity, and inclusion; and enhance coalition cohesion at the organizational and member level. The project will include strengthening OCRCC as a workplace, strengthening OCRCC member participation, creating opportunities for coalition Board and staff to convene and inform future coalition planning, and building organizational capacity and related in-house resources through professional development and trainings.
With the Supplemental funds and extension provided in early 2026, the Ontario Coalition of Rape Crisis Centres will build on learnings from Phase I by 1) developing an Advocacy Strategy for the Coalition, 2) developing a Sustainability and Funding Strategy; and 3) strengthening its governance by renewing and supporting the Executive’s leadership and engagement with member centres. Through this they will further advance Gender Equality.

Through this 33-month project, Coaching Association of Canada will scale its social learning initiative, Alberta Women in Sport Leadership Impact Program’s (AWiSL) Community of Practice (CoP), in order to affect sport system change and advance women’s equality, leadership development and diversity, and knowledge transfer.
The project will scale its initiative at local and national levels across Canada, targeting key organizations and stakeholders to participate in the Community of Practice (CoP) and mentorship program in coaching for racialized women, women with disabilities, Indigenous women, and newcomer women.

Transforming Workplace Opportunities Project

With the supplemental funds and extension provided in early 2026, the Women in Leadership Foundation will design and develop a data dashboard to support standardized reporting and help employers track progress in advancing gender equality through the Pathways to Placement Employer Program. The organization will also develop an online learning management system based on the Pathways to Placement Blueprints, including training modules, webinars, and AI-supported learning tools to expand access to resources on mentorship, inclusive hiring, workplace culture, wellness, and reporting.

Engaging Underrepresented Women’s Voices to Scale Up $10aDay Child Care in BC

Through this 33-month systemic change project, the Coalition of Child Care Advocates of BC will scale the $10aDay Child Care initiative to advance women’s economic security and prosperity and representation in organizational leadership and decision-making roles. It will scale the measurable public policy and funding progress achieved to date, prioritizing equitable access to flexible $10aDay child care in BC staffed by fairly compensated educators. It will address intersectional barriers facing women who are disproportionately impacted in their search for and/or work in child care. To do so, the project will engage underrepresented women to co-develop system-building solutions and recommendations, develop a Provincial Advocates’ Network, convene inclusive Policy Tables and Childcare Dialogues across BC, and promote leadership opportunities within the childcare sector for racialized women, women living on low-incomes, with disabilities, and in northern and rural communities.
With the Supplemental funds and extension provided in early 2026, the Coalition of Child Care Advocates of BC will: introduce provincial $10aDay childcare webinars, support families, educators and operators to engage with local school boards, and advance effective provincial childcare policies and funding in the new economic context. Through this they will further advance Gender Equality.

Guiding Teachers With Educational Tools for Technological Literacy

Through this 33-month project, Le code des filles will help advance women’s economic security and prosperity through systemic change. More specifically, the project will address systemic barriers in QC’s education system so that young girls can gain exposure to careers in technology. To achieve this, Le code des filles will share, enhance, create, and publish digital educational tools on a free platform to guide teachers. The organization will then support teachers in providing a suitable, safe, inclusive environment for elementary and secondary school students to learn science, technology, engineering, and mathematics (STEM). The tools and support for teaching staff will encourage youth to expand their knowledge of STEM, with the ultimate goal of giving girls equal opportunities to gain an interest in and pursue careers in technology. An external evaluator will measure and assess the impact of this systemic change project.
