In June 2016, as part of the Open Government Action Plan, the Treasury Board of Canada Secretariat (TBS) committed to increasing the transparency and usefulness of grants and contribution data and subsequently launched the Guidelines on the Reporting of Grants and Contributions Awards, effective April 1, 2018.

The rules and principles governing government grants and contributions are outlined in the Treasury Board Policy on Transfer Payments. Transfer payments are transfers of money, goods, services or assets made from an appropriation to individuals, organizations or other levels of government, without the federal government directly receiving goods or services in return, but which may require the recipient to provide a report or other information subsequent to receiving payment. These expenditures are reported in the Public Accounts of Canada. The major types of transfer payments are grants, contributions and \'other transfer payments\'.

Included in this category, but not to be reported under proactive disclosure of awards, are (1) transfers to other levels of government such as Equalization payments as well as Canada Health and Social Transfer payments. (2) Grants and contributions reallocated or otherwise redistributed by the recipient to third parties; and (3) information that would normally be withheld under the Access to Information Act and the Privacy Act.

The project aims to establish model communities of care, incorporating innovative interventions at the community and health system levels. These community and women-centered health service sites will serve as exemplars, showcasing improved outcomes. The primary focus is on young women in 30 partner communities across six districts in Inhambane, Mozambique, treating them as the primary beneficiaries and involving all community members ethically and strategically. It will engage both female and male young people in health committees and income-generating initiatives, drawing on over two decades of collaborative work the province, including partnerships with DPSI (the Inhambane Provincial Directorate of Health).

Project activities include: (1) promoting gender balance and empowerment through various initiatives such as workshops, youth committees, reproductive health education, women-led economic projects, improved sanitation, community caregivers, and better transportation for pregnancy care; (2) improving data-related skills and knowledge among health professionals, integrating the use of data into local decision-making, introducing near-mortality concepts into provincial death assessments, and disseminating research findings to strengthen the quality of SRHR services, with an emphasis on gender equity; and (3) enhancing the data-related knowledge and skills of healthcare workers, the use of data in local decision-making, integrating near-miss concepts into provincial death audits, and sharing research findings to improve gender-responsive SRHR care services.
