In June 2016, as part of the Open Government Action Plan, the Treasury Board of Canada Secretariat (TBS) committed to increasing the transparency and usefulness of grants and contribution data and subsequently launched the Guidelines on the Reporting of Grants and Contributions Awards, effective April 1, 2018.
The rules and principles governing government grants and contributions are outlined in the Treasury Board Policy on Transfer Payments. Transfer payments are transfers of money, goods, services or assets made from an appropriation to individuals, organizations or other levels of government, without the federal government directly receiving goods or services in return, but which may require the recipient to provide a report or other information subsequent to receiving payment. These expenditures are reported in the Public Accounts of Canada. The major types of transfer payments are grants, contributions and \'other transfer payments\'.
Included in this category, but not to be reported under proactive disclosure of awards, are (1) transfers to other levels of government such as Equalization payments as well as Canada Health and Social Transfer payments. (2) Grants and contributions reallocated or otherwise redistributed by the recipient to third parties; and (3) information that would normally be withheld under the Access to Information Act and the Privacy Act.

CatalystNEXT: Pathways to Better Jobs for Canada's Immigrant Women in STEM

Through this 31-month systemic change project, TechGirls Canada (TGC) will scale the Catalyst project to advance highly skilled immigrant women's economic security and prosperity by mitigating barriers to their recruitment, retention and advancement in the STEM sector. The project will be scaled out in new urban and rural regions across the country, collaborating with new employers in the STEM industry and building partnership between them and immigrant serving agencies (ISAs). To do so, TGC will develop CatalystNEXT, a career advancement training program that will connect ISAs to regional STEM employers, equip employers with accessibility to immigrant women's job applications and online career portfolios, and empower STEM employers with effective practices for hiring them.

EFry Hope and Help for Women Capacity Building Project

Through this 31-month project, EFry Hope and Help for Women will build its capacity to advance gender equality. It will address gaps in knowledge and skills around human resource management, program delivery, and change management. The project will include, 1) developing guidelines and training material on ensuring administrative fairness in service delivery; 2) updating human resource policies and procedures, and performance management tools; 3) delivering training on how to audit adherence to international law with respect to women’s and children’s rights within the Canadian criminal justice system; and 4) creating resources and training to support change management within the agency.
With the Supplemental funds and extension provided in early 2026, EFry Hope and Help for Women will 1) develop and integrate a standardized case management system; 2) upgrade salary administration systems to incorporate employee performance indicators; and 3) align gender-responsive, rights-based programming and reintegration supports with the needs of incarcerated women.
