About this information
In June 2016, as part of the Open Government Action Plan, the Treasury Board of Canada Secretariat (TBS) committed to increasing the transparency and usefulness of grants and contribution data and subsequently launched the Guidelines on the Reporting of Grants and Contributions Awards, effective April 1, 2018.
The rules and principles governing government grants and contributions are outlined in the Treasury Board Policy on Transfer Payments. Transfer payments are transfers of money, goods, services or assets made from an appropriation to individuals, organizations or other levels of government, without the federal government directly receiving goods or services in return, but which may require the recipient to provide a report or other information subsequent to receiving payment. These expenditures are reported in the Public Accounts of Canada. The major types of transfer payments are grants, contributions and \'other transfer payments\'.
Included in this category, but not to be reported under proactive disclosure of awards, are (1) transfers to other levels of government such as Equalization payments as well as Canada Health and Social Transfer payments. (2) Grants and contributions reallocated or otherwise redistributed by the recipient to third parties; and (3) information that would normally be withheld under the Access to Information Act and the Privacy Act.

Through this 34-month project, Women’s Safe Haven/Resource Service Inc. will improve its organizational capacity to advance gender equality through the development of a 5-year strategic plan. The project will include a review and update of organizational policies and procedures; engagement with stakeholders to identify how the organization can better serve the community; and board governance and human resources training to build skills and outline roles and responsibilities to contribute more effectively to the organization’s success and sustainability.
With the supplemental funds and extension provided in early 2026, the Women’s Safe Haven/Resource Service Inc. will Incorporate GBA+ into Organizational Learning and Policies; Increase Cultural Sensitivity and Harm Reduction Knowledge and Skills developed through an Indigenous Lens; and Develop a Fundraising Strategy and calendar. Through this they will build their internal capacity to better serve Indigenous clients and further advance Gender Equality.

Transforming Workplace Approaches to GBV: Systemic Changes that Promote Women's Social and Economic Growth

Through this 34-month systemic change project, Manitoba Association of Women’s Shelters Inc. will help advance women’s economic security and prosperity through systemic change. Specifically, the project will address systemic barriers within workplaces, businesses, and organizations by shifting how employers respond to workplace GBV by changing attitudes, increasing awareness and professional development opportunities, and by designing preventative and protective measures to respond to GBV. This will be achieved by developing and delivering Train-the-Trainer workshops to various shelters so that they can best support local organizations in addressing GBV and by establishing networking opportunities to build awareness around GBV. An external evaluator will measure and assess the impact of the systemic change project.
