In June 2016, as part of the Open Government Action Plan, the Treasury Board of Canada Secretariat (TBS) committed to increasing the transparency and usefulness of grants and contribution data and subsequently launched the Guidelines on the Reporting of Grants and Contributions Awards, effective April 1, 2018.
The rules and principles governing government grants and contributions are outlined in the Treasury Board Policy on Transfer Payments. Transfer payments are transfers of money, goods, services or assets made from an appropriation to individuals, organizations or other levels of government, without the federal government directly receiving goods or services in return, but which may require the recipient to provide a report or other information subsequent to receiving payment. These expenditures are reported in the Public Accounts of Canada. The major types of transfer payments are grants, contributions and \'other transfer payments\'.
Included in this category, but not to be reported under proactive disclosure of awards, are (1) transfers to other levels of government such as Equalization payments as well as Canada Health and Social Transfer payments. (2) Grants and contributions reallocated or otherwise redistributed by the recipient to third parties; and (3) information that would normally be withheld under the Access to Information Act and the Privacy Act.

Building a Sexual Violence Primary Prevention Workforce and Integrating GBA+ Analysis to Human Resources Processes

Through this 21-month project, Sexual Assault Services of Saskatchewan Inc. (SASS) aims to advance gender equality by strengthening their capacity and credibility to become a primary prevention workforce. The project will include a comprehensive preliminary review of prevalence, risk and protective factors of sexual violence perpetration in the province; identification of prevalent discourse around sexual violence prevention and primary prevention models; a mapping of systems and identification of policy levers to advance prevention efforts in policy landscape/structure; the development of customized learning modules on upstream/primary prevention principles; the development of strategic advocacy resources to advance sector-wide engagement; and the integration of Gender-Based Analysis + into internal Human Resources processes and tools.
Engagement will occur with organizations and sectors representing institutions and communities and with Indigenous partners to support the implementation of the MMIWG2S + Call for Justice. A direct partnership with Shift: The Project to End Domestic Violence at the University of Calgary has been formed to provide expertise and support in the development of tools and building of organizational credibility.
By the end of the project SASS will have enhanced their skills to engage and mobilize a diverse team of policy and practise stakeholders committed to multisectoral action in leading and testing new prevention efforts to end sexual violence before it occurs.
