In June 2016, as part of the Open Government Action Plan, the Treasury Board of Canada Secretariat (TBS) committed to increasing the transparency and usefulness of grants and contribution data and subsequently launched the Guidelines on the Reporting of Grants and Contributions Awards, effective April 1, 2018.
The rules and principles governing government grants and contributions are outlined in the Treasury Board Policy on Transfer Payments. Transfer payments are transfers of money, goods, services or assets made from an appropriation to individuals, organizations or other levels of government, without the federal government directly receiving goods or services in return, but which may require the recipient to provide a report or other information subsequent to receiving payment. These expenditures are reported in the Public Accounts of Canada. The major types of transfer payments are grants, contributions and \'other transfer payments\'.
Included in this category, but not to be reported under proactive disclosure of awards, are (1) transfers to other levels of government such as Equalization payments as well as Canada Health and Social Transfer payments. (2) Grants and contributions reallocated or otherwise redistributed by the recipient to third parties; and (3) information that would normally be withheld under the Access to Information Act and the Privacy Act.

Building a Feminist Coalition for Basic Income Guarantee

Through this 22-month systemic change project, Women’s Network PEI will scale “Paths to Prosperity” to advance women’s economic security and prosperity. It will scale to re-examine the gendered experiences of poverty in the province of Prince Edward Island (PEI) by investigating how Covid-19, inflation, and the recent affordability crisis has impacted women and people from marginalized communities in PEI. This project will address inequalities related to gender, workforce, and the economy and will explore the gendered experiences in poverty across the province. To do so, it will bring together feminist and social justice organizations for a conference to explore Gender and Basic Income Guarantee in PEI while also mobilizing stakeholders to form a National Coalition of Feminists for Basic Income Guarantee.

Access to justice for women who experience discriminatory harassment at work

Through this 34-month project, Action travail des femmes du Québec will help advance women’s economic security and prosperity through systemic change. In particular, the project will help identify systemic barriers that women face in complaint processes, including in seeking recourse for discriminatory harassment in the workplace, and more specifically, in situations involving an intersection of fundamental rights violations, such as sexual and racial harassment. The project will aim to raise awareness, mobilize and work with other organizations to address discriminatory harassment in the workplace, improve the current framework, and promote a more equitable society for all women. An external evaluation team will assess the project’s impact on systemic change.
