In June 2016, as part of the Open Government Action Plan, the Treasury Board of Canada Secretariat (TBS) committed to increasing the transparency and usefulness of grants and contribution data and subsequently launched the Guidelines on the Reporting of Grants and Contributions Awards, effective April 1, 2018.
The rules and principles governing government grants and contributions are outlined in the Treasury Board Policy on Transfer Payments. Transfer payments are transfers of money, goods, services or assets made from an appropriation to individuals, organizations or other levels of government, without the federal government directly receiving goods or services in return, but which may require the recipient to provide a report or other information subsequent to receiving payment. These expenditures are reported in the Public Accounts of Canada. The major types of transfer payments are grants, contributions and \'other transfer payments\'.
Included in this category, but not to be reported under proactive disclosure of awards, are (1) transfers to other levels of government such as Equalization payments as well as Canada Health and Social Transfer payments. (2) Grants and contributions reallocated or otherwise redistributed by the recipient to third parties; and (3) information that would normally be withheld under the Access to Information Act and the Privacy Act.

Walking to school safely in the Mercier–Hochelaga-Maisonneuve borough
Through this project, we will analyze safety around schools, update travel plans, arrange support from walking groups (Trottibus, etc.), create entertaining walk-to-school routes with co-creation workshops for children, relaunch the “À mon école, ça marche” contest, and hold awareness workshops on safe travel.
Safety problems around schools are related to a number of factors, the most important of which is probably a vicious cycle of cars as the preferred mode of transportation for many parents. The more cars there are before and after school, the greater the risk of injuries and collisions, and the more parents see active transportation as an unsafe alternative. We are concerned that this will only get worse once parents return to the office. In our interactions with children, we have seen that students feel less safe in public spaces, particularly the youngest ones, who were unable to become accustomed to their living environment during lockdowns. For active travel to and from school, a safe environment can be created with crossing guards, informal supervision by parents and peers, and stricter traffic safety rules in school zones. To enhance its implementation, this project is part of a collaboration with the Borough and other partners under the school zone safety program.
Specific targets:
By the end of the project, 45 children will have participated in co-creation workshops to design entertaining walk-to-school routes. As a result of the project, play elements inspired by the workshops will be installed in the areas around three schools. Between January 1, 2022, and December 31, 2023, 15 schools will be given an updated travel plan. By the end of the project, at least three groups of walkers (Trottibus, etc.) will have received assistance for their activities. In each year of the project, one event will be organized to promote active transportation for over 1,000 students. By December 31, 2023, 5,000 students will be educated and equipped for safe travel.
