In June 2016, as part of the Open Government Action Plan, the Treasury Board of Canada Secretariat (TBS) committed to increasing the transparency and usefulness of grants and contribution data and subsequently launched the Guidelines on the Reporting of Grants and Contributions Awards, effective April 1, 2018.
The rules and principles governing government grants and contributions are outlined in the Treasury Board Policy on Transfer Payments. Transfer payments are transfers of money, goods, services or assets made from an appropriation to individuals, organizations or other levels of government, without the federal government directly receiving goods or services in return, but which may require the recipient to provide a report or other information subsequent to receiving payment. These expenditures are reported in the Public Accounts of Canada. The major types of transfer payments are grants, contributions and \'other transfer payments\'.
Included in this category, but not to be reported under proactive disclosure of awards, are (1) transfers to other levels of government such as Equalization payments as well as Canada Health and Social Transfer payments. (2) Grants and contributions reallocated or otherwise redistributed by the recipient to third parties; and (3) information that would normally be withheld under the Access to Information Act and the Privacy Act.

Ecological restoration of the Rouge River and West Duffins Creek Watersheds in Rouge National Urban Park.

This contribution supports the implementation of ecological restoration projects at 21 sites to recover approximately 25 hectares of aquatic, riparian and terrestrial habitat in Rouge National Urban Park. This will improve ecological integrity in two major watershed ecosystems in the Greater Toronto Area and support ecosystem health in the park and its neighboring communities.

Capacity building of Pathways to Leadership with Racialized Immigrant and Refugee Women's Society

Through this 18-month project, Transition House Association of Newfoundland and Labrador will build its capacity to promote gender equality. It will address the need for a client-centered and standardized approach to the collection of data. The project will include the development and training of a shared data collection framework for all transition houses in the province. It will also develop a knowledge mobilization plan to ensure better resource allocation, advocacy, and capacity building for data-driven planning and action towards meaningful social change.

Women are Sacred: Advancing Treaty #3 Women in the Workforce

Through this 18-month systemic change project, GCT#3 Representative Services will help advance women’s economic security and prosperity. Specifically, the project will research and address some of the barriers faced by Treaty #3 women in the workforce. The project will 1) develop a set of internal principles and a guiding vision statement for the project; 2) undertake an analysis of barriers and experiences of Treaty #3 women in the workforce; 3) conduct consultations with partners and community engagement sessions; 4) create and support networks and forums for women in the workforce; and 5) develop and advocate for policies and pathways forward that improve the experiences of women in the workforce. An external evaluator will measure and assess the impact of the systemic change project.

Through this 30-month project, Victoria Faulkner Women’s Centre will build its capacity to advance gender equality. It will address the need for effective organization wide communication and assess options to increase access to diverse employment options. The project will include enhancing organizational communication capacity, implementing a communications and social media strategy, rebranding and renaming the centre and completing a feasibility study for the creation of an employment training/placement service.
With the Supplemental funds and extension provided in early 2026, the Victoria Faulkner Women’s Centre will strengthen governance procedures supporting timely oversight, develop continuity and reporting tools, and implement streamlined work planning, outcome tracking, and reporting systems with staff training for organization-wide adoption. Through this, they will further advance Gender Equality.
