About this information
In June 2016, as part of the Open Government Action Plan, the Treasury Board of Canada Secretariat (TBS) committed to increasing the transparency and usefulness of grants and contribution data and subsequently launched the Guidelines on the Reporting of Grants and Contributions Awards, effective April 1, 2018.
The rules and principles governing government grants and contributions are outlined in the Treasury Board Policy on Transfer Payments. Transfer payments are transfers of money, goods, services or assets made from an appropriation to individuals, organizations or other levels of government, without the federal government directly receiving goods or services in return, but which may require the recipient to provide a report or other information subsequent to receiving payment. These expenditures are reported in the Public Accounts of Canada. The major types of transfer payments are grants, contributions and \'other transfer payments\'.
Included in this category, but not to be reported under proactive disclosure of awards, are (1) transfers to other levels of government such as Equalization payments as well as Canada Health and Social Transfer payments. (2) Grants and contributions reallocated or otherwise redistributed by the recipient to third parties; and (3) information that would normally be withheld under the Access to Information Act and the Privacy Act.

Through this 26-month project, Daughters of Zion Women Foundation will build its capacity to advance gender equality. This project will focus on addressing non-profit sector gaps by integrating technology for organizational efficiency, meeting increased demands, and maximizing initiative impact. Key activities include conducting a needs assessment and technology gap analysis, developing a technology roadmap, providing training for skill development, integrating and optimizing technology, piloting technology projects, and conducting thorough performance monitoring and evaluation.

Making Women's Rights Real: A Feminist Engagement Strategy

This 33-month project will facilitate the development of a feminist framework to monitor Canada's compliance with international human standards and provide recommendations to ensure that domestic laws and policies encourage women and girls to participate in leadership and decision-making roles. More specifically, FAFIA will enhance the capacity of women’s human rights organizations; increase awareness among women human rights advocates about the role of provincial and territorial legislatures and governments; ensure that the emerging Canadian accountability regime for human rights includes representatives of women’s right advocacy organizations and support participation of women’s human rights advocates in this new regime through the production and dissemination of GBA+ analyses of key international human rights instruments. This project aims to equip women’s human rights organizations with the knowledge, skills and resources to operate more effectively. An external evaluator will measure and assess the impact of the systemic change project.
