In June 2016, as part of the Open Government Action Plan, the Treasury Board of Canada Secretariat (TBS) committed to increasing the transparency and usefulness of grants and contribution data and subsequently launched the Guidelines on the Reporting of Grants and Contributions Awards, effective April 1, 2018.
The rules and principles governing government grants and contributions are outlined in the Treasury Board Policy on Transfer Payments. Transfer payments are transfers of money, goods, services or assets made from an appropriation to individuals, organizations or other levels of government, without the federal government directly receiving goods or services in return, but which may require the recipient to provide a report or other information subsequent to receiving payment. These expenditures are reported in the Public Accounts of Canada. The major types of transfer payments are grants, contributions and \'other transfer payments\'.
Included in this category, but not to be reported under proactive disclosure of awards, are (1) transfers to other levels of government such as Equalization payments as well as Canada Health and Social Transfer payments. (2) Grants and contributions reallocated or otherwise redistributed by the recipient to third parties; and (3) information that would normally be withheld under the Access to Information Act and the Privacy Act.

This grant supports the Red Rock Indian Band/Lake Helen First Nation to purchase an underwater drone and provide operator training that will work as a multi-purpose economic and environmental supporting aid to many of the community’s projects. Changing the Game with the Gender Equity Playbook

Through this 32-month systemic change project, Canadian Women and Sport will scale its Gender Equity Playbook initiative to new regions in Atlantic, Ontario, Prairies, and Pacific and to stakeholders across Canada to advance women’s equality through representation in leadership and decision-making roles in the sports sector.
The project will address systemic barriers and existing norms, practices and approaches that limit women’s opportunities for leadership, employment, and participation in sport, including diverse, Indigenous and BIPOC women, women with disabilities, and 2SLGBQTI+ people. To do so, the project will engage participants in GBA Plus and online training, organizational needs assessment, community of practice, action planning, change implementation, and support and engagement in a network of champions and changemakers. A measurement and evaluation plan will be implemented and a pan-Canadian and regional reports will be produced to disseminate the project’s results.
With the supplemental funds and extension provided in early 2026, Canadian Women & Sport will refine and scale the Playbook model to function as a permanent organizational change resource for the sport sector.
