About this information
In June 2016, as part of the Open Government Action Plan, the Treasury Board of Canada Secretariat (TBS) committed to increasing the transparency and usefulness of grants and contribution data and subsequently launched the Guidelines on the Reporting of Grants and Contributions Awards, effective April 1, 2018.
The rules and principles governing government grants and contributions are outlined in the Treasury Board Policy on Transfer Payments. Transfer payments are transfers of money, goods, services or assets made from an appropriation to individuals, organizations or other levels of government, without the federal government directly receiving goods or services in return, but which may require the recipient to provide a report or other information subsequent to receiving payment. These expenditures are reported in the Public Accounts of Canada. The major types of transfer payments are grants, contributions and \'other transfer payments\'.
Included in this category, but not to be reported under proactive disclosure of awards, are (1) transfers to other levels of government such as Equalization payments as well as Canada Health and Social Transfer payments. (2) Grants and contributions reallocated or otherwise redistributed by the recipient to third parties; and (3) information that would normally be withheld under the Access to Information Act and the Privacy Act.

Specifically, the project will address systemic barriers within workplaces affecting women’s advancement to senior roles. The project will achieve this by engaging with employers and women, particularly marginalized women to identify specific barriers; developing a mentor/sponsorship program to increase the representation of women in senior roles; and promoting the adoption of this program by employers. The organization will then support employers to implement the program and to adjust the program based on the feedback from stakeholders through on-going monitoring. An external evaluator will measure and assess the impact of the systemic change project.

Breaking Through to Remove Root Barriers to Gender Equality in the Education System

Through this 32-month project, the Aboriginal Women’s Association of PEI (AWAPEI) will help advance women’s economic security and prosperity through systemic change. Specifically, the project will work with partners to improve social, educational, and employment opportunities for Aboriginal women in Prince Edward Island. AWAPEI will do this by conducting a holistic review of the current barriers and success factors that exist for Aboriginal women and girls in relation to the pursuit of post-secondary education. The project will host focus groups with Aboriginal women and girls across the province, connect with post-secondary institutions and other stakeholders to learn about systemic barriers and identify opportunities for change, work with an advisory group to support solutions to that change, and pilot initiatives such as information sessions, mentoring opportunities and in-person retreats. An external evaluator will measure and assess the impact of the systemic change project.
