About this information
In June 2016, as part of the Open Government Action Plan, the Treasury Board of Canada Secretariat (TBS) committed to increasing the transparency and usefulness of grants and contribution data and subsequently launched the Guidelines on the Reporting of Grants and Contributions Awards, effective April 1, 2018.
The rules and principles governing government grants and contributions are outlined in the Treasury Board Policy on Transfer Payments. Transfer payments are transfers of money, goods, services or assets made from an appropriation to individuals, organizations or other levels of government, without the federal government directly receiving goods or services in return, but which may require the recipient to provide a report or other information subsequent to receiving payment. These expenditures are reported in the Public Accounts of Canada. The major types of transfer payments are grants, contributions and \'other transfer payments\'.
Included in this category, but not to be reported under proactive disclosure of awards, are (1) transfers to other levels of government such as Equalization payments as well as Canada Health and Social Transfer payments. (2) Grants and contributions reallocated or otherwise redistributed by the recipient to third parties; and (3) information that would normally be withheld under the Access to Information Act and the Privacy Act.

National Cultural Leadership Institute
The retrofit of a cultural building in Charlottetown, PE will improve the public availability, accessibility, and energy efficiency of an existing community building. The retrofit will include renovation and rehabilitation of an existing building, providing open and accessible community services to the public such as expanded arts education in theatre, dance and visual arts, accessible and inclusive classes for underserved populations, Indigenous knowledge sharing in partnership with First Nations communities, and improved spaces and resources for cultural learning.

This is accomplished by providing direct funding to communities and mobilizing collaborators at the federal, provincial/territorial and community levels, as well as the private and voluntary sectors, to address barriers to well-being faced by Veterans experiencing or at risk of homelessness, through two funding streams: the Services and Supports Stream and the Capacity Building Stream.

Women and Adolescent Girls Mobilized for their Health

The project aims to improve the sexual and reproductive health and rights (SRHR) of women and adolescent girls in the provinces of Kinshasa, Kasai and Kasai Central of the Democratic Republic of Congo by addressing deep gender inequalities that limit their access to SRHR services. The initiative aims to strengthen the decision-making power of women and adolescent girls over their bodily autonomy and aims to improve the provision of SRHR services and strengthen the governance of the health system. The project aims to ensure the perspectives of women and adolescent girls, particularly the most vulnerable among them, are taken into consideration within health service provision and the governance of the health system. The project will bolster the ability of communities and the health system to combat existing harmful norms that reinforce gender inequalities in collaboration with women’s rights organizations.
