In June 2016, as part of the Open Government Action Plan, the Treasury Board of Canada Secretariat (TBS) committed to increasing the transparency and usefulness of grants and contribution data and subsequently launched the Guidelines on the Reporting of Grants and Contributions Awards, effective April 1, 2018.
The rules and principles governing government grants and contributions are outlined in the Treasury Board Policy on Transfer Payments. Transfer payments are transfers of money, goods, services or assets made from an appropriation to individuals, organizations or other levels of government, without the federal government directly receiving goods or services in return, but which may require the recipient to provide a report or other information subsequent to receiving payment. These expenditures are reported in the Public Accounts of Canada. The major types of transfer payments are grants, contributions and \'other transfer payments\'.
Included in this category, but not to be reported under proactive disclosure of awards, are (1) transfers to other levels of government such as Equalization payments as well as Canada Health and Social Transfer payments. (2) Grants and contributions reallocated or otherwise redistributed by the recipient to third parties; and (3) information that would normally be withheld under the Access to Information Act and the Privacy Act.

Nurturing Capacity: Empowering Ma Mawi Wi Chi Itata Centre Inc for Sustainable Community Impact

Through this 12-month capacity building project Ma Mawi Wi Chi Itata Centre Inc. aims to advance gender equality by adopting a comprehensive approach that is rooted in Indigenous values to address internal gaps and align strategic objectives. Key activities include an in-depth organizational review and assessment; engagement with staff and community; creation of program specific strategic plans; staff trainings in leadership, computer literacy and reporting skills as well as the creation of a framework and data tools to inform decision making.
By the end of the project, Ma Mawi Wi Chi Itata Centre Inc. will have strengthened their capacity and their organizational impacts towards the Missing and Murdered Indigenous Women and Girls Inquiry’s 231 Calls to Justice as they work together with their families, community and partners to provide community care, family preservation, youth development and Indigenous knowledge programs for the Winnipeg area.

Scaling Out Rural Lawyer Practices so Women Experiencing Violence Can Access Economic Opportunities

Through this 31-month systemic change project, Rise Women’s Legal Centre will scale Rural, Remote, and Northern Lawyer Practices to advance women’s economic prosperity. The project will scale GV21609 to directly influence and change lawyer’s practices to address barriers to economic participation due to unequal access to family law amongst women experiencing violence in rural, remote, and Northern communities. To do so, the project will develop and deliver personalized, targeted trainings and supports to lawyers, strengthen sectoral collaborations to cultivate knowledge-sharing opportunities, and produce a publicly available podcast to enhance supports for lawyers’ needs in the context of rural, remote, and Northern practices.
With the Supplemental funds and extension provided in early 2026, Rise Women’s Legal Centre will pilot an interdisciplinary and collaborative team model in two rural, remote, and Northern communities in BC and conduct project evaluation and dissemination of results.

It will address gaps in organizational strategy and sustainability to build internal capacity and improve outcomes for women served. The project will include developing a strategic plan, a framework for measurement and improvement of impact, and a communications strategy to share the roadmap for the organization with stakeholders.

Through this 31-month project, Fire Service Women BC Society (FSWBC) will build its capacity to advance gender equality. It will address the gaps in leadership opportunities and supports for the advancement of women in the fire services field. The project will include the development of a strategic plan and financial sustainability framework, strengthening of the organization's governance capacity, and updating of governing bylaws and policy guidebook to support the organization's ability address the unique needs of women in fire services
With the supplemental funds and extension provided in early 2026, FSWBC will implement a professional development program, validate and adjust the strategic plan, and build team resiliency. Through this they will further advance the capacity of the organization to support women in the fire services in BC and Gender Equality.

Inclusion of Women in the Workplace

Through this 19-month project, Street Haven at the Crossroads will help advance women's economic security and prosperity through systemic change. Specifically, the project will address systemic barriers that marginalized women face in securing meaningful employment within non-traditional workplaces. The project will 1) implement focus groups and mentorship opportunities to connect marginalized women with organizations that seek to improve their hiring and inclusion practices; 2) review existing policies and procedures within participating businesses through a gender-based lens; and 3) create educational templates and materials to support the development of updated policies and procedures to enable women to thrive in non-traditional sectors.

Building Capacity and Opportunities for Organizational Belonging and Equity

Through this 31-month project, Sagesse Domestic Violence Prevention Society will build its capacity to advance gender equality. It will address creating a culture of belonging by focusing on diversity, equity and inclusion within their organizational structures, processes and systems. The project will include the creation and implementation of a developmental and responsive organizational roadmap to curate belonging that respects their values and innovative and developmental culture and will build the skills and capacity of BIPOC staff and volunteers as well as board members leadership and accountability to support the organization’s goals.
With the supplemental funds and 12-month extension provided in early 2026, Sagesse will establish and operationalize a cross-organizational Belonging Committee, implement a volunteer-specific belonging roadmap with board and frontline service providers, and integrate belonging, equity, and organizational culture into all HR practices and procedures. Through this, Sagesse will further advance gender equality by strengthening inclusive organizational structures, deepening volunteer and staff engagement, and embedding equitable practices across all levels of the organization.
