In June 2016, as part of the Open Government Action Plan, the Treasury Board of Canada Secretariat (TBS) committed to increasing the transparency and usefulness of grants and contribution data and subsequently launched the Guidelines on the Reporting of Grants and Contributions Awards, effective April 1, 2018.

The rules and principles governing government grants and contributions are outlined in the Treasury Board Policy on Transfer Payments. Transfer payments are transfers of money, goods, services or assets made from an appropriation to individuals, organizations or other levels of government, without the federal government directly receiving goods or services in return, but which may require the recipient to provide a report or other information subsequent to receiving payment. These expenditures are reported in the Public Accounts of Canada. The major types of transfer payments are grants, contributions and \'other transfer payments\'.

Included in this category, but not to be reported under proactive disclosure of awards, are (1) transfers to other levels of government such as Equalization payments as well as Canada Health and Social Transfer payments. (2) Grants and contributions reallocated or otherwise redistributed by the recipient to third parties; and (3) information that would normally be withheld under the Access to Information Act and the Privacy Act.

Through this 25-month project, Women in Music Canada will build its capacity to advance gender equality and support women and gender-diverse creators and innovators in the music industry.

This project will address lack of capacity within the organization and their regional chapters to grow opportunities and communication in line with the growing needs of the industry. This will allow WIMC to engage on a national level, and support partner organizations trying to tackle gender barriers and increase opportunities for underserved women and gender-diverse individuals in the industry.

The project will include increased staff support for membership, networking development opportunities, communications, administration, and organization leadership. This will allow WIMC to be more actively engaging with members, financially support regional chapters, discover more opportunities, elevate support and benefits for women and non-binary artists, and break down barriers to success in the music industry in Canada. Additionally, new administration and sponsor fulfillment support will allow the organization to increase private support beyond this project to sustain and continue growth. This funding will also support WIMC ability to translate communication materials and meet the needs of the Francophone communities in the Canadian music industry.

Amendment No. 1 – 2025-2026 supplement funds will facilitate the creation of a strategic plan to strengthen the sustainability and longevity of the impact that this capacity building project has had on Women in Music Canada.

Amendment No. 2 – With the supplemental funds and extension provided in early 2026, Women in Music Canada will support human resource to meet the growing governance, membership, and programming needs, bring the growing community together through activating at key Canadian music industry events and events in remote communities, assess the success of work thus far and develop benchmarks for progress toward gender equity. WIMC will also work with leaders in Northern communities to directly serve the needs of women and gender diverse artists and music industry and work with regional chapters to secure ongoing provincial and corporate support.
