In June 2016, as part of the Open Government Action Plan, the Treasury Board of Canada Secretariat (TBS) committed to increasing the transparency and usefulness of grants and contribution data and subsequently launched the Guidelines on the Reporting of Grants and Contributions Awards, effective April 1, 2018.
The rules and principles governing government grants and contributions are outlined in the Treasury Board Policy on Transfer Payments. Transfer payments are transfers of money, goods, services or assets made from an appropriation to individuals, organizations or other levels of government, without the federal government directly receiving goods or services in return, but which may require the recipient to provide a report or other information subsequent to receiving payment. These expenditures are reported in the Public Accounts of Canada. The major types of transfer payments are grants, contributions and \'other transfer payments\'.
Included in this category, but not to be reported under proactive disclosure of awards, are (1) transfers to other levels of government such as Equalization payments as well as Canada Health and Social Transfer payments. (2) Grants and contributions reallocated or otherwise redistributed by the recipient to third parties; and (3) information that would normally be withheld under the Access to Information Act and the Privacy Act.

Building our Impact, Succeeding as a Team

Through this 32-month project, the Domestic Violence Association of New Brunswick Inc. will build its capacity to advance gender equality. It will address its internal capacity for operating as a professional nonprofit woman’s organization with a significant impact on addressing the issue of domestic intimate partner violence (DIPV) and supporting frontline services and survivors in New Brunswick, and build its capacity to oversee, govern, and make decisions under a new operational structure.
The project will include building a sustainable financial management strategy, strategic planning, and enhancing HR capacities, policies, and procedures. It will also build capacity around providing access to the learning and development opportunities that staff and board members require to meaningfully contribute to the organization, and to ensure alignment with the organization’s vision, mission, and values, best serve the target population, while applying a Gender-Based Analysis Plus lens.
With the supplemental funds and the extension provided in early 2026, the Domestic Violence Association of New Brunswick will develop a social enterprise model, an education and training strategy, share data collection and knowledge dissemination pathways for the DIPV sector in New Brunswick, and advance organizational readiness to support systemic change. Through this they will further advance Gender Equality.

Harambec’s strategic development

Through this 12-month project, Harambec, renaissance du collectif féministe Noir will build its capacity to advance gender and racial equality. It will address and respond to the historical marginalization of Black women and non-binary individuals within QC's feminist movement. By integrating the lived experiences and perspectives of these communities, the project seeks to empower Harambec to better mobilize institutional and community resources against the specific challenges of misogynoir. The project will include a five-year strategic plan and bilingual board governance policy manual that embodies Black feminist values, the creation of an advisory governance committee, and training sessions for board members and staff to increase their capacity for leadership and understanding of non-profit governance.

Inclusive mentorship for systemic change in male-dominated organizations

Through this 32-month project, Mentor Canada and its partners will help advance women’s economic security and prosperity through systemic change. Specifically, the project will address systemic barriers to employment within male-dominated sectors by building the capacity of organizations to bolster the inclusion of women and genderdiverse employees through inclusive mentoring. Mentor Canada and its partners will develop a comprehensive bilingual toolkit which will support organizations in designing, implementing, and evaluating a mentoring program to change organizational norms and culture and foster meaningful inclusion. Customized tools for equity-deserving groups will help organizations tailor their mentoring programs to respond to the groups’ priorities and needs.

Relationship Building and Community Development towards Combatting GBV through a Multi-Cultural Lens

Through this 32-month project, African Women Alliance of Waterloo Region will build its capacity to advance gender equality and address the multi-cultural and culturally sensitive gaps in communication among stakeholders such as mainstream organizations, the Waterloo Region Police Service, African cultural associations, volunteers, the government and the community. The project will include needs assessment, development and implementation of the multi-cultural strategy, developing a system for collecting and managing data for better decision-making, and design and dissemination of resources to address GBV within the African Community in Waterloo Region
With the Supplemental funds and extension provided in early 2026, the African Women Alliance of Waterloo Region will begin implementing the GBV strategy developed during Phase 1 by 1) strengthening internal trauma informed systems and staff wellness capacity, 2) enhancing understanding of emerging GBV trends through youth and family engagement, and 3) expanding community engagement through empowerment tools, an online resource hub, and ambassador training. Through this they will further advance Gender Equality.

Through this 32-month project, Coverdale Centre for Women will build its capacity to advance gender equality. It will address strategic planning and leadership development. The project will include strategic and operational planning to better guide board members and staff, and the development and implementation of staff training modules to address gaps in staff training and improve staff confidence in their roles, leading to improved organizational abilities to advocate and care for clients.
With the supplemental funds and the extension provided in early 2026, the Coverdale Centre for Women will strengthen its organizational capacity through targeted training and leadership development and modernize its organizational identity through a comprehensive rebrand that refreshes its vision, mission, and core value. They will also deepen community insight by hosting engagement sessions along with sector partners and share findings to better respond to the community members they serve. Through this they will further advance Gender Equality.

Through this 32-month project, Project Agape will build its capacity to advance gender equality and advocacy for survivors of gender-based violence. It will ensure their strategic direction meets the needs of their service users, and that their staff and organization have the necessary tools to deliver. The project will include: a community needs assessment and analysis, the development of a strategic plan, the development of training and materials for GBV support workers, and the development of a financial management plan. The success of these activities will be assessed and plans for their sustainability developed.
With the supplemental funds and extension provided in early 2026, Project Agape will strengthen partnership and collaboration capacity, enhance advocacy and public engagement capacity, strengthen organizational leadership and operational effectiveness, and strengthen governance effectiveness and board policy infrastructure. Through this they will further advancegender equality.

Capacity Building of the Association of Early Childhood Educators of Alberta

Through this 32-month project, the Association of Early Childhood Educators of Alberta will build its capacity to advance gender equality. It will address the growing needs of early childhood educators, the majority of whom are women and many who are also racialized. To achieve these goals, AECEA will transition from an operating board to a governance model, fostering sound management and strong governance. The project activities include conducting an organizational assessment and a strategic planning session which will help the Board and staff to clarify strategic and organizational objectives and develop new management and governance strategies and structures. By the project’s conclusion, the organization will have reviewed its HR policies and procedures, and created comprehensive strategies for financial sustainability, memberships and community engagement, as well as communications, advocacy and data management.
With the supplemental funds and extension provided in early 2026, the Association of Early Childhood Educators will increase its internal capacity through staffing, the development of a practical, responsive sector toolkit and a policy ask framework. Through this they will further advance gender equality.

Disrupting Inequities in Settlement for Black Newcomer Women

Through this 32-month systemic change project, The Africa Centre will help advance the economic security and prosperity of Black women through systemic change. Specifically, the project will address systemic barriers within the settlement sector for Black Newcomer women. This will be achieved by collecting stories about the settlement experiences of Black immigrant women to identify discrepancies and gaps in the settlement services sector; collaborating with settlement services agencies to understand and reform existing practices; and developing and sharing equitable and inclusive policy and process recommendations with key decision-makers in the settlement ecosystem. The Africa Centre will work with identified key stakeholders and an external evaluator to create and implement evaluation frameworks, apply evaluation findings and measure and assess the impact of this systemic change project. By the end of the project the organization will have achieved meaningful outcomes and system improvements in their continuing goal to provide Black Newcomer women with equitable opportunities for economic advancement in Alberta.
