About this information
In June 2016, as part of the Open Government Action Plan, the Treasury Board of Canada Secretariat (TBS) committed to increasing the transparency and usefulness of grants and contribution data and subsequently launched the Guidelines on the Reporting of Grants and Contributions Awards, effective April 1, 2018.
The rules and principles governing government grants and contributions are outlined in the Treasury Board Policy on Transfer Payments. Transfer payments are transfers of money, goods, services or assets made from an appropriation to individuals, organizations or other levels of government, without the federal government directly receiving goods or services in return, but which may require the recipient to provide a report or other information subsequent to receiving payment. These expenditures are reported in the Public Accounts of Canada. The major types of transfer payments are grants, contributions and \'other transfer payments\'.
Included in this category, but not to be reported under proactive disclosure of awards, are (1) transfers to other levels of government such as Equalization payments as well as Canada Health and Social Transfer payments. (2) Grants and contributions reallocated or otherwise redistributed by the recipient to third parties; and (3) information that would normally be withheld under the Access to Information Act and the Privacy Act.

Fredericton Northeast Growth Area Water System Extension
The Fredericton Northeast Growth Area Water System Extension Project in Fredericton, New Brunswick aims to provide essential water and sewer infrastructure for the immediate development of the Northeast Growth Area. This area will include a variety of residential developments, such as single detached dwellings, various forms of missing middle housing, and apartments from 4-8 floors. The project addresses the need for housing and infrastructure by constructing a water reservoir, a water booster station, linear water, sewer, and municipal infrastructure, and extending public water service to Sitansisk First Nation property. This project will enable approximately 4,000 new units, with an additional 900 units unlocked by the water booster station. A significant barrier is the necessity of the water reservoir for fire protection and ongoing construction, without which development cannot proceed. The expected outcomes include immediate viability for existing development potential, creation of new residential and institutional development opportunities, and enhanced connectivity to Sitansisk First Nation, fostering growth within this community.

Lytton Fire and Emergency Services Centre
The proposed facility will safely store firefighting equipment, provide a training space, and include an Emergency Operations Centre (EOC). The EOC will serve as a central hub during evacuations, offering a warm, safe place for community members to gather, access supplies, and connect with loved ones. It will also support emergency volunteers with meals, rest areas, and operational coordination. The building will have a double height 'garage' that will house the fire trucks and rescue vehicle and provide storage for a mobile trailer used for emergencies. There will be a concrete apron in the front of the bays to allow for cleaning, repairs and training on the vehicles.
