In June 2016, as part of the Open Government Action Plan, the Treasury Board of Canada Secretariat (TBS) committed to increasing the transparency and usefulness of grants and contribution data and subsequently launched the Guidelines on the Reporting of Grants and Contributions Awards, effective April 1, 2018.

The rules and principles governing government grants and contributions are outlined in the Treasury Board Policy on Transfer Payments. Transfer payments are transfers of money, goods, services or assets made from an appropriation to individuals, organizations or other levels of government, without the federal government directly receiving goods or services in return, but which may require the recipient to provide a report or other information subsequent to receiving payment. These expenditures are reported in the Public Accounts of Canada. The major types of transfer payments are grants, contributions and \'other transfer payments\'.

Included in this category, but not to be reported under proactive disclosure of awards, are (1) transfers to other levels of government such as Equalization payments as well as Canada Health and Social Transfer payments. (2) Grants and contributions reallocated or otherwise redistributed by the recipient to third parties; and (3) information that would normally be withheld under the Access to Information Act and the Privacy Act.

This 30-month project will support a feminist response and recovery from the current impacts of COVID-19, through systemic change. Elizabeth Fry Toronto will achieve this by holding consultations with key stakeholders, formalizing partnerships to establish a multi-sectoral network, facilitating peer leadership development and engagement from women with lived expertise, holding network meetings and one-on-one consultations, conducting developmental evaluations, and leading the dissemination of key learnings and recommendations.
At the end of the project, Elizabeth Fry Toronto will have contributed to addressing systemic barriers by increasing networks and collaborations to accelerate systemic change, and supporting the positive distribution of authority, voices, and decision-making power to support women’s equality.
This project will bring together a network of multi-sectoral partners, including diverse women peer leaders with lived expertise, to address gaps and barriers, implement strategies, and develop pathways to improve the economic security and prosperity for women who have been in conflict with the law, as part of an inclusive feminist recovery. This multi-sectoral network will include community-based employment service providers, city representatives, academic institutions, multi-sector employers, social entrepreneurs, and community-owned businesses.

At the end of the project, the organization will have contributed to addressing systemic barriers by advancing inclusive policies and practices, increasing networks and collaboration to accelerate systemic change, addressing persistent harmful gender norms and attitudes and encouraging more equitable and effective sharing of resources to support women’s equality.

Partner organizations, women and gender diverse individuals facing homelessness will be involved in this project to share their knowledge and experience on economic security for women in New Brunswick. Over the course of this project, Fresh Start Services for Women Inc. will establish a close partnership with the Government of New Brunswick and stakeholders to help raise awareness of the lack of affordable housing in New Brunswick. They will develop policies on how to address this issue, more specifically for women and gender diverse individuals whose needs have been further enhanced during the COVID-19 pandemic.

It will also measure any short term progress made with stakeholders on updating policies and addressing bias norms and barriers, and include feedback from actions & activities of the project (surveys, committee reviews) within the broad spectrum of participating industries and communities

The additional funding will support the project’s potential and accommodate registrants for the Stakeholders Development Committee Summit; hire an additional project assistant, engage three more key Advisory Board members; and pay for additional software, bookkeeping and financial audit costs to achieve the project objectives.
