In June 2016, as part of the Open Government Action Plan, the Treasury Board of Canada Secretariat (TBS) committed to increasing the transparency and usefulness of grants and contribution data and subsequently launched the Guidelines on the Reporting of Grants and Contributions Awards, effective April 1, 2018.
The rules and principles governing government grants and contributions are outlined in the Treasury Board Policy on Transfer Payments. Transfer payments are transfers of money, goods, services or assets made from an appropriation to individuals, organizations or other levels of government, without the federal government directly receiving goods or services in return, but which may require the recipient to provide a report or other information subsequent to receiving payment. These expenditures are reported in the Public Accounts of Canada. The major types of transfer payments are grants, contributions and \'other transfer payments\'.
Included in this category, but not to be reported under proactive disclosure of awards, are (1) transfers to other levels of government such as Equalization payments as well as Canada Health and Social Transfer payments. (2) Grants and contributions reallocated or otherwise redistributed by the recipient to third parties; and (3) information that would normally be withheld under the Access to Information Act and the Privacy Act.

Responding to realities of Gendered Islamophobia: Muslim women define accountability within services & institutions

Through this 25-month systemic change project, the Muslim Resource Centre for Social Support and Integration (MRCSSI) will help advance Muslim women’s representation in leadership and decision-making roles through systemic change.
Specifically, the project will address systemic barriers within social services, health care and education by working with 24 Muslim women and girls of diverse identities and lived experience to co-create racial-trauma informed safety and equity audit tools and resources for each sector and to develop and pilot interactive training modules addressing lived realities of gendered Islamophobia so that harm is reduced for Muslim women and girls and practices and policies are strengthened.

The Bangsamoro Normalization Trust Fund is the formal mechanism and primary channel through which donors coordinate their support for the normalization process and socio-economic development in the Bangsamoro Autonomous Region in Muslim Mindanao. Project activities include: (1) providing normalization technical assistance and capacity building to central, regional, and local government agencies; (2) providing grants for institutional and operational support to implement the normalization program; (3) providing grants for socio-economic support to Moro Islamic Liberation Front former combatants and communities, such as providing unconditional cash transfers, vocational training, micro-enterprise promotion, employment assistance; and (4) providing other socio-economic assistance and carrying out activities to improve Moro Islamic Liberation Front communities’ access to basic services, including health and education, small productive infrastructure, connectivity and social enterprises.
