In June 2016, as part of the Open Government Action Plan, the Treasury Board of Canada Secretariat (TBS) committed to increasing the transparency and usefulness of grants and contribution data and subsequently launched the Guidelines on the Reporting of Grants and Contributions Awards, effective April 1, 2018.

The rules and principles governing government grants and contributions are outlined in the Treasury Board Policy on Transfer Payments. Transfer payments are transfers of money, goods, services or assets made from an appropriation to individuals, organizations or other levels of government, without the federal government directly receiving goods or services in return, but which may require the recipient to provide a report or other information subsequent to receiving payment. These expenditures are reported in the Public Accounts of Canada. The major types of transfer payments are grants, contributions and \'other transfer payments\'.

Included in this category, but not to be reported under proactive disclosure of awards, are (1) transfers to other levels of government such as Equalization payments as well as Canada Health and Social Transfer payments. (2) Grants and contributions reallocated or otherwise redistributed by the recipient to third parties; and (3) information that would normally be withheld under the Access to Information Act and the Privacy Act.

The Installing of Water and Sewer Infrastructure in Cyr Street Extension Project in Oromocto, New Brunswick addresses the town's housing and infrastructure needs by extending Cyr Street to Terry Fox Drive. The project involves installing drinking-water and wastewater infrastructure to unlock or enable almost six hectares of municipally owned land, including just over four hectares of land zoned for high-density residential development (including non-market or social housing). This includes planning and capital construction components (e.g., 840 metres of kerb and gutter, 490 metres of sidewalk, various utility installations, etc.). The project is expected to enable 300 new housing units, all within walking distance of an existing school and commercial amenities.

Saint Theresa Point First Nation Daycare Solar Project

Description:

St. Theresa Point First Nation is a remote, fly in community located northeast of Winnipeg. The project entails retrofitting the St. Theresa Point First Nation Daycare building with a grid tied solar photovoltaic system. The solar PV system is designed to reduce the building's carbon emissions and overall carbon footprint on Mother Earth. The system is an important step to improving energy reliability for the building and community. The St. Theresa Point First Nation Daycare center is a very important part of the community, the day care allows for parents, both moms and dads, to be able to go to work or school knowing their little ones are under safe care. St. Theresa Point has a population of over 5000 people many of whom have younger children. The solar system will lower operating expenses that can to go towards equipment, toys, lunches and even additional staff to meet the constant demand.
