Grants and Contributions
About this information
In June 2016, as part of the Open Government Action Plan, the Treasury Board of Canada Secretariat (TBS) committed to increasing the transparency and usefulness of grants and contribution data and subsequently launched the Guidelines on the Reporting of Grants and Contributions Awards, effective April 1, 2018.
The rules and principles governing government grants and contributions are outlined in the Treasury Board Policy on Transfer Payments. Transfer payments are transfers of money, goods, services or assets made from an appropriation to individuals, organizations or other levels of government, without the federal government directly receiving goods or services in return, but which may require the recipient to provide a report or other information subsequent to receiving payment. These expenditures are reported in the Public Accounts of Canada. The major types of transfer payments are grants, contributions and \'other transfer payments\'.
Included in this category, but not to be reported under proactive disclosure of awards, are (1) transfers to other levels of government such as Equalization payments as well as Canada Health and Social Transfer payments. (2) Grants and contributions reallocated or otherwise redistributed by the recipient to third parties; and (3) information that would normally be withheld under the Access to Information Act and the Privacy Act.

ICP-ISSB-14
This project aims to be used to finalize the IPPC Secretariat work on developing the guide on phytosanitary audits. The guide on audits will ensure that all contracting parties, including Canada’s main and emerging trading partners, have a common understanding of the ISPM 47 Audit in the phytosanitary context (adopted in 2022), which should translate into a more predictable and regular access to new markets for both imported and exported plant products.

ICP-ISSB-15
This project aims to be used to support the development and drafting of a new annex on remote audits for the ISPM 47 (Audit in the phytosanitary context). Its development will help ensure that remote audits are considered an acceptable phytosanitary measure and provide a more consistent approach to remote audits. This in turn would provide more flexibility for oversight while decreasing the cost to Canadian agricultural exporters.

Funding to ensure the continuation of the IPPC e-phyto solution platform
ICP-ISSB-16
This project aims the IPPC ePhyto Solution becomes part of the core international infrastructure facilitating safe global trade in plants and plant products via the exchange of e-phytos amongst IPPC contracting parties. However, it is currently exposed to a funding vulnerability as there is no obligation for IPPC contracting parties to provide funding, so has been solely funded by a only a small number of donors. CPM-18 has urged all contracting parties to provide support to the IPPC ePhyto Solution through the Multi-donor Trust Fund to ensure the continuation of this important platform until a permanent funding solution can be found.
