In June 2016, as part of the Open Government Action Plan, the Treasury Board of Canada Secretariat (TBS) committed to increasing the transparency and usefulness of grants and contribution data and subsequently launched the Guidelines on the Reporting of Grants and Contributions Awards, effective April 1, 2018.
The rules and principles governing government grants and contributions are outlined in the Treasury Board Policy on Transfer Payments. Transfer payments are transfers of money, goods, services or assets made from an appropriation to individuals, organizations or other levels of government, without the federal government directly receiving goods or services in return, but which may require the recipient to provide a report or other information subsequent to receiving payment. These expenditures are reported in the Public Accounts of Canada. The major types of transfer payments are grants, contributions and \'other transfer payments\'.
Included in this category, but not to be reported under proactive disclosure of awards, are (1) transfers to other levels of government such as Equalization payments as well as Canada Health and Social Transfer payments. (2) Grants and contributions reallocated or otherwise redistributed by the recipient to third parties; and (3) information that would normally be withheld under the Access to Information Act and the Privacy Act.

Growing the Next Generation of Farmers in Canada

This project aims to support new entrants into the agriculture sector. Young Agrarians (YA) has a deep understanding of new and young farmers. Since 2012, it has developed a ‘Grow-a-Farmer’ strategy, and a suite of programs that provide access to land, business mentorship, on-farm training, e-learning, educational events, resources and referral networks. YA programs attract new entrants from diverse backgrounds to build leadership and capacity on the ground, while addressing labour market challenges, training needs, and providing business start-up supports.

Using AI and Camera Technology to Address Sustainability Traits in Canadian Beef and Dairy Cattle

This project aims to develop novel technology to capture phenomic data on traits that have long term and wide-reaching impacts on the profitability of the cattle industry, and support robust and accurate genetic selection tools for traits that are socially, economically, and environmentally important. This project includes using phenomic systems that have proven successful in other livestock industries (trained classifiers), and leveraging cutting edge technologies, such as computer vision, machine learning, and artificial intelligence (AI), to capture large volumes of accurate and unbiased data on traits. These technologies will be developed and applied towards subjective traits, carcass quality, and health and welfare traits, for beef, dairy, and beef crossed with dairy cattle.
