In June 2016, as part of the Open Government Action Plan, the Treasury Board of Canada Secretariat (TBS) committed to increasing the transparency and usefulness of grants and contribution data and subsequently launched the Guidelines on the Reporting of Grants and Contributions Awards, effective April 1, 2018.

The rules and principles governing government grants and contributions are outlined in the Treasury Board Policy on Transfer Payments. Transfer payments are transfers of money, goods, services or assets made from an appropriation to individuals, organizations or other levels of government, without the federal government directly receiving goods or services in return, but which may require the recipient to provide a report or other information subsequent to receiving payment. These expenditures are reported in the Public Accounts of Canada. The major types of transfer payments are grants, contributions and \'other transfer payments\'.

Included in this category, but not to be reported under proactive disclosure of awards, are (1) transfers to other levels of government such as Equalization payments as well as Canada Health and Social Transfer payments. (2) Grants and contributions reallocated or otherwise redistributed by the recipient to third parties; and (3) information that would normally be withheld under the Access to Information Act and the Privacy Act.

Description:

The CIHR HIV/AIDS and Sexually Transmitted and Blood-Borne Infections (STBBI) Research Initiative, under the leadership of the CIHR Institute of Infection and Immunity (CIHR-III), defines STBBI as infections that are transmitted primarily through exchange of body fluids during sexual contact and/or through blood, and supports projects with a primary focus on STBBI of public health relevance, including but not limited to HIV/AIDS, chlamydia, gonorrhea, syphilis, hepatitis B, hepatitis C and human papillomavirus. This funding is provided across all CIHR research themes: biomedical research, clinical research, health services research and social, cultural, environmental and population health research.

Research that focuses on key populations disproportionately affected by HIV/AIDS and STBBI is highly encouraged.

In alignment with CIHR's commitment to equity, diversity and inclusion (EDI) in the research system, the Research Initiative champions EDI as a means to support excellence in research, training and knowledge mobilization. Therefore, we encourage people from diverse backgrounds, including groups underrepresented in science such as women and racial and ethnic minorities, to apply.

This Priority Announcement will prioritize funding for research on HIV/AIDS and/or STBBI aligned with the CIHR HIV/AIDS Research Initiative: Strategic Plan (2022-2027) in the following research areas:

• Improving health equity by advancing research to understand and address determinants of health, new models of care, or sexual and reproductive health for people living with or at risk of HIV/AIDS and STBBI; or
• Accelerating discovery and innovation by advancing research on innovative technologies for testing and surveillance, interactions among infections and co-morbidities, or design and development of next-generation interventions.
