About this information
In June 2016, as part of the Open Government Action Plan, the Treasury Board of Canada Secretariat (TBS) committed to increasing the transparency and usefulness of grants and contribution data and subsequently launched the Guidelines on the Reporting of Grants and Contributions Awards, effective April 1, 2018.
The rules and principles governing government grants and contributions are outlined in the Treasury Board Policy on Transfer Payments. Transfer payments are transfers of money, goods, services or assets made from an appropriation to individuals, organizations or other levels of government, without the federal government directly receiving goods or services in return, but which may require the recipient to provide a report or other information subsequent to receiving payment. These expenditures are reported in the Public Accounts of Canada. The major types of transfer payments are grants, contributions and \'other transfer payments\'.
Included in this category, but not to be reported under proactive disclosure of awards, are (1) transfers to other levels of government such as Equalization payments as well as Canada Health and Social Transfer payments. (2) Grants and contributions reallocated or otherwise redistributed by the recipient to third parties; and (3) information that would normally be withheld under the Access to Information Act and the Privacy Act.

Fixing the Foundations: Mozambique’s Health Systems Strengthening

This project proposes a $55 million investment to secure and reinforce the building blocks of Mozambique’s health system to improve health outcomes for the most vulnerable communities in the country. Implemented in 10 out of Mozambique’s 11 provinces, this project will reach nearly 5 million people in historically underserved districts with critical services. By investing in the essential foundations of the healthcare system -- such as rehabilitating district hospitals with resilient infrastructure and access to clean water, ensuring sustainable access to quality family planning services, and expanding community health programs - this project will build stability in health care delivery. Additionally, it aims to reestablish functional surgical units, enhance access to sexual and reproductive health services, and deliver essential nutrition interventions to 1.5 million children. These investments will help to prevent early pregnancies, reduce maternal and newborn deaths, prevent stunting, and improve the basic health and wellbeing of Mozambicans while leveraging additional investments in the health system.

Support to Global Concessional Fund Facility

The Global Concessional Financing Facility (GCFF) mobilizes financial resources to support middle-income countries affected by refugee crises. Canada is 1 of the 10 members of the Steering Committee for this financing mechanism. Recognizing the global public good provided by these countries in hosting significant populations of refugees, GCFF uses donor contributions to significantly reduce interest rates on loans provided to host countries by partner multilateral development banks. This lower-cost financing targets projects that improve the well-being of refugees and local host communities in areas such as education, health, and job creation, aiming for sustainable development outcomes.

Innovative Finance For Ethiopian Women Entrepreneurs (IF WE)

In Ethiopia, despite the economy growing at a rapid pace, women are employed more in the informal sector, have much higher rates of unemployment, and are paid less than men for the same jobs. Taking a feminist approach and building on proven results, this project addresses the social, financial and business challenges that prevent Ethiopian women from obtaining the financial and technical support needed to run successful businesses. The project aims to develop and test the impacts of experimental approaches to women’s economic empowerment.
The project is implemented in five regions across Ethiopia and aims to benefit 25,000 women. The project’s impact is to empower women to have greater influence and leadership in the business sector.
