Grants and Contributions
About this information
In June 2016, as part of the Open Government Action Plan, the Treasury Board of Canada Secretariat (TBS) committed to increasing the transparency and usefulness of grants and contribution data and subsequently launched the Guidelines on the Reporting of Grants and Contributions Awards, effective April 1, 2018.
The rules and principles governing government grants and contributions are outlined in the Treasury Board Policy on Transfer Payments. Transfer payments are transfers of money, goods, services or assets made from an appropriation to individuals, organizations or other levels of government, without the federal government directly receiving goods or services in return, but which may require the recipient to provide a report or other information subsequent to receiving payment. These expenditures are reported in the Public Accounts of Canada. The major types of transfer payments are grants, contributions and \'other transfer payments\'.
Included in this category, but not to be reported under proactive disclosure of awards, are (1) transfers to other levels of government such as Equalization payments as well as Canada Health and Social Transfer payments. (2) Grants and contributions reallocated or otherwise redistributed by the recipient to third parties; and (3) information that would normally be withheld under the Access to Information Act and the Privacy Act.

Automated Inclusive Interview Question Generation Utilizing Cultural Data and Proprietary Large Language Model
1016618
The MESH Diversity Intelligence platform evaluates the Diversity Intelligence™ of individuals, teams and organizations through unique and proprietary algorithms based on extensive research in behavioral science and DEI. The foundational enhancements in this project will create a proprietary Large Language Model (LLM) and an orchestration engine that will connect the cultural metrics that the MESH platform collects with the extensive Mesh content library, the only DEI specific LLM of its kind in the world. The second portion of the project will leverage the LLMs and the orchestration engine to create a new module in the Mesh platform to auto-generate job interview questions based on the cultural metrics of the hiring organization.

Women Innovators Scale Up and Investment Program
1016672
This C to O is being proposed because of a recommendation from the EDI team and an acknowledged need for training and education for Women Founders of IRAP eligible companies. The program's goal is to close the funding gap for women innovators.
Specifically this program will target firms who have raised seed funds and have a goal to raise Series A funds. The anticipated benefit is the 12 to 15 firms access funding and to have at least one firm raise $3 to $5 million in funding. Anticipated risk is low as the firm providing the program has already successfully delivered the program and is ready to deliver to this cohort.
