In June 2016, as part of the Open Government Action Plan, the Treasury Board of Canada Secretariat (TBS) committed to increasing the transparency and usefulness of grants and contribution data and subsequently launched the Guidelines on the Reporting of Grants and Contributions Awards, effective April 1, 2018.

The rules and principles governing government grants and contributions are outlined in the Treasury Board Policy on Transfer Payments. Transfer payments are transfers of money, goods, services or assets made from an appropriation to individuals, organizations or other levels of government, without the federal government directly receiving goods or services in return, but which may require the recipient to provide a report or other information subsequent to receiving payment. These expenditures are reported in the Public Accounts of Canada. The major types of transfer payments are grants, contributions and \'other transfer payments\'.

Included in this category, but not to be reported under proactive disclosure of awards, are (1) transfers to other levels of government such as Equalization payments as well as Canada Health and Social Transfer payments. (2) Grants and contributions reallocated or otherwise redistributed by the recipient to third parties; and (3) information that would normally be withheld under the Access to Information Act and the Privacy Act.

Description:

This project seeks to contribute to the advancement of inclusive, peaceful and pluralistic societies through efforts to support the implementation of the United Nations Human Rights Council (HRC) Resolution 16/18.

Freedom of expression, religion or belief, and non-discrimination, are mutually reinforcing rights. In HRC Resolution 16/18, States committed to uphold these rights by addressing the root causes of violence and discrimination motivated by religion or belief. To do so, States are focusing on building the resilience of communities to messages advocating violence, and on increasing space for inclusive and pluralistic discourse.

Though governments are committed to the resolution at the national level, some are facing significant challenges in implementing it. The efforts carried out in this project aim to address this implementation gap internationally, and specifically at the national level in Bangladesh, Myanmar and Tunisia, where particular support is needed.

Access to Judicial Services in Haiti

The project aims to engage civil society as a key stakeholder for strengthening justice in Haiti so that it can play its role as a democratic counterweight, guardian of the rule of law, and pillar of inclusive and responsible governance. To achieve that goal, the project proposes actions at three levels: (1) support the Office de la Protection du Citoyen so that it can more effectively fulfil its role of promoting and protecting human rights, including women and minors; (2) build the capacities of civil society human rights organizations and lawyers representing victims of human rights violations; and (3) increase citizen participation through improved public awareness, including women and youth, of human rights, anti-impunity and anti-corruption issues.

Improving Security in Haiti through Relationship Building in the Community

Description:

This initiative seeks to address youth violence in Haiti by engaging and empowering youth, and young adults to have a voice in community decision making. In Haiti youth, who increasingly lack hope for the future, have limited economic opportunities, have experienced interruptions in their education, have broken ties with families and have experienced violence and discrimination.

With GAC’s support, Mercy Corps addresses two key drivers of community violence: (1) a lack of voice for youth and young adults in decisions affecting their communities; and (2) scarce social and economic opportunities that offer productive alternatives to crime and violence. Mercy Corps intends to implement targeted activities that address specific drivers of violence for different age groups of the community, which include female, male, and priority youth and adolescents.

The action plan includes the following activities: (1) institutional policies and structures; (2) cooperative security; (3) gender integration in NATO education, training and exercises; (4) defence planning and policy and UNSCR 1325; (5) public diplomacy and strategic communication; (6) civil society engagement; and (6) biennial independent review and recommendation on NATO and UNSCR 1325.
