In June 2016, as part of the Open Government Action Plan, the Treasury Board of Canada Secretariat (TBS) committed to increasing the transparency and usefulness of grants and contribution data and subsequently launched the Guidelines on the Reporting of Grants and Contributions Awards, effective April 1, 2018.
The rules and principles governing government grants and contributions are outlined in the Treasury Board Policy on Transfer Payments. Transfer payments are transfers of money, goods, services or assets made from an appropriation to individuals, organizations or other levels of government, without the federal government directly receiving goods or services in return, but which may require the recipient to provide a report or other information subsequent to receiving payment. These expenditures are reported in the Public Accounts of Canada. The major types of transfer payments are grants, contributions and \'other transfer payments\'.
Included in this category, but not to be reported under proactive disclosure of awards, are (1) transfers to other levels of government such as Equalization payments as well as Canada Health and Social Transfer payments. (2) Grants and contributions reallocated or otherwise redistributed by the recipient to third parties; and (3) information that would normally be withheld under the Access to Information Act and the Privacy Act.

Validation of NRC’s Microplastic Model in Japan’s coastal waters

Microplastic pollution in water bodies is currently a major global concern and intensive research activities are being conducted internationally to address this issue. To this end, the NRC has developed an advanced numerical model (CaMPSim-3D) to simulate the fate and transport of microplastics in water bodies using the particle tracking method. The model has been developed in collaboration with the University of Ottawa and has attracted international attention. To maintain and promote its status as one of the top global models, it is important to validate the model for different applications and evaluate its accuracy for further development and improvement. The objective of the Project is to validate the model in Japan’s coastal waters. The Project includes field data collection and hydrodynamic and particle transport simulations.

Simulation and Optimization of Low Carbon Controlled Environment Agricultural Solutions

The main objective of this Project is to significantly reduce the Greenhouse Gas (GHG) emissions associated with crop production in controlled environment agriculture (CEA) facilities, particularly greenhouses and vertical farms. The Project will estimate the potential for GHG emissions reduction using calibrated energy models, which will be developed based on the operation of existing and planned facilities of an industry collaborator. It is projected that implementing energy savings measures could reduce energy consumption by nearly 40%, reducing GHG emissions proportionally. The approach undertaken to implement the energy-saving measures will support the development of guidelines that will be publicized via different CEA organizations. If applied to Canada's total greenhouse surface area, it is anticipated to save about 740 tonnes of CO2eq annually.
