About this information
In June 2016, as part of the Open Government Action Plan, the Treasury Board of Canada Secretariat (TBS) committed to increasing the transparency and usefulness of grants and contribution data and subsequently launched the Guidelines on the Reporting of Grants and Contributions Awards, effective April 1, 2018.
The rules and principles governing government grants and contributions are outlined in the Treasury Board Policy on Transfer Payments. Transfer payments are transfers of money, goods, services or assets made from an appropriation to individuals, organizations or other levels of government, without the federal government directly receiving goods or services in return, but which may require the recipient to provide a report or other information subsequent to receiving payment. These expenditures are reported in the Public Accounts of Canada. The major types of transfer payments are grants, contributions and \'other transfer payments\'.
Included in this category, but not to be reported under proactive disclosure of awards, are (1) transfers to other levels of government such as Equalization payments as well as Canada Health and Social Transfer payments. (2) Grants and contributions reallocated or otherwise redistributed by the recipient to third parties; and (3) information that would normally be withheld under the Access to Information Act and the Privacy Act.

Project activities include: (1) promoting gender-responsive climate-smart agriculture technologies, the use of drought-resistant varieties of beans and maize, community seed banks, and community garden planting to help increase women’s incomes; (2) providing training on entrepreneurship and financial management, market links, gender equality, women’s rights and leadership to women’s groups; and (3) conducting gender sensitization sessions for women and men leaders, youth, and male family members to increase community support for women to participate in decision-making.

Working with the Government of Vietnam and the Vietnam Cooperative Alliance, an umbrella group for cooperatives, the project aims to: (1) provide assistance to the Government of Vietnam to develop a national strategy to scale-up and replicate the success of high-performance cooperatives; (2) facilitate knowledge exchanges between Canadian agricultural cooperatives and Vietnamese agricultural officials and farmers; (3) develop and implement awareness campaigns on the value of cooperatives; (4) develop funding mechanisms to enable cooperatives to acquire new technology for the processing and marketing of agricultural products; (5) assist cooperatives to develop and implement business plans; (6) develop and deliver training programs on governance and gender equality to board members, managers and employees of cooperatives; (7) provide training to farmers on environmentally sustainable agricultural production techniques, such as the safe application of fertilizer and pesticides, and post-harvest handling in order to meet quality certification standards and access new markets.
