In June 2016, as part of the Open Government Action Plan, the Treasury Board of Canada Secretariat (TBS) committed to increasing the transparency and usefulness of grants and contribution data and subsequently launched the Guidelines on the Reporting of Grants and Contributions Awards, effective April 1, 2018.
The rules and principles governing government grants and contributions are outlined in the Treasury Board Policy on Transfer Payments. Transfer payments are transfers of money, goods, services or assets made from an appropriation to individuals, organizations or other levels of government, without the federal government directly receiving goods or services in return, but which may require the recipient to provide a report or other information subsequent to receiving payment. These expenditures are reported in the Public Accounts of Canada. The major types of transfer payments are grants, contributions and \'other transfer payments\'.
Included in this category, but not to be reported under proactive disclosure of awards, are (1) transfers to other levels of government such as Equalization payments as well as Canada Health and Social Transfer payments. (2) Grants and contributions reallocated or otherwise redistributed by the recipient to third parties; and (3) information that would normally be withheld under the Access to Information Act and the Privacy Act.

P007018001: The project aims to increase the school completion rate of 32,700 girls and adolescent girls between the ages of 10 and 18, mainly in the Tonkpi region and the Abidjan district in Côte d’Ivoire. This is expected to be achieved through increased access to education for girls and adolescent girls and the provision of gender-sensitive, safe and inclusive education. The project also allows adolescent girls who have dropped out of school because of the conflict to access the education system through vocational training in order to ensure a sustainable future. Project activities include the following: (1) producing and broadcasting the television program Voices of Youth to promote girls’ right to education and to engage communities in claiming this right; (2) training 385 teachers on gender and active pedagogy to take gender needs into account; and (3) supporting vocational and technical training institutions in providing and promoting training for out-of-school adolescent girls in non-traditional fields.
P007018002: The project aims to increase the school completion rate of 32,700 girls and adolescents aged 10 to 18, mainly in the Tonkpi region and the Abidjan district of Côte d'Ivoire. This project implements additional funds in response to the immediate needs for education and gender-based violence generated by COVID-19. Project activities include: (1) supporting social services to prevent and respond to gender-based violence and child exploitation; (2) providing training to social workers on psychosocial impact and mental health management; and (3) providing training to teachers on the protocol for safe reopening of schools.
