In June 2016, as part of the Open Government Action Plan, the Treasury Board of Canada Secretariat (TBS) committed to increasing the transparency and usefulness of grants and contribution data and subsequently launched the Guidelines on the Reporting of Grants and Contributions Awards, effective April 1, 2018.

The rules and principles governing government grants and contributions are outlined in the Treasury Board Policy on Transfer Payments. Transfer payments are transfers of money, goods, services or assets made from an appropriation to individuals, organizations or other levels of government, without the federal government directly receiving goods or services in return, but which may require the recipient to provide a report or other information subsequent to receiving payment. These expenditures are reported in the Public Accounts of Canada. The major types of transfer payments are grants, contributions and \'other transfer payments\'.

Included in this category, but not to be reported under proactive disclosure of awards, are (1) transfers to other levels of government such as Equalization payments as well as Canada Health and Social Transfer payments. (2) Grants and contributions reallocated or otherwise redistributed by the recipient to third parties; and (3) information that would normally be withheld under the Access to Information Act and the Privacy Act.

Description:

The purpose of this project is to provide the Mountain Warfare Ski School (MWSS) a facility that is capable of establishing practical service and preventative maintenance to vehicles, as well as to establish a learning environment that supports a variety of instructional needs and allows for multi-gender occupancy to support female integration efforts into LAF operations. Development of the MWSS will build on the LAF’s ability to maintain a consistent supply of equipment and resources to all arms and is paramount in their ability to provide consistent protection to their borders and reduce the influx of undesirable elements that currently exists.

This requirement is part of the Canadian Armed Forces mandate to enhance LAF operations within Lebanon and set the conditions for continued training and development that will build LAF capabilities and support regional stability. At present, the primary storage location for the large, high value components such as snowmobiles (LOSV) and utility-task vehicles (UTV) is not functional as it provides no shelter from the elements, has no discernible system of organization, and does not allow for a workspace for operators and service personnel. This means that equipment, including donations from Canada and other international partners, is not able to be optimized by the LAF leading to a loss of capability as equipment is damaged in storage. Additionally, there is no appropriate location for conducting training and education efforts and the ability to engage female integration into the training is limited due to a lack of safe, appropriate accommodations.
