In June 2016, as part of the Open Government Action Plan, the Treasury Board of Canada Secretariat (TBS) committed to increasing the transparency and usefulness of grants and contribution data and subsequently launched the Guidelines on the Reporting of Grants and Contributions Awards, effective April 1, 2018.

The rules and principles governing government grants and contributions are outlined in the Treasury Board Policy on Transfer Payments. Transfer payments are transfers of money, goods, services or assets made from an appropriation to individuals, organizations or other levels of government, without the federal government directly receiving goods or services in return, but which may require the recipient to provide a report or other information subsequent to receiving payment. These expenditures are reported in the Public Accounts of Canada. The major types of transfer payments are grants, contributions and \'other transfer payments\'.

Included in this category, but not to be reported under proactive disclosure of awards, are (1) transfers to other levels of government such as Equalization payments as well as Canada Health and Social Transfer payments. (2) Grants and contributions reallocated or otherwise redistributed by the recipient to third parties; and (3) information that would normally be withheld under the Access to Information Act and the Privacy Act.

Through this 18-month project, DisAbled Women’s Network of Canada (DAWN Canada) will scale a peer support model for women with disabilities (WWD) who are survivors of gender-based violence (GBV) to new local and national partners across Canada. The model addresses gaps in access to peer support for WWD survivors of GBV and focuses on ensuring representation from intersecting identities (such as Black, Indigenous, Racialized, Francophone, 2SLGBTQI, and Deaf women). Project activities will include developing curriculum, delivering training, and providing coaching and support to partners to implement peer support programs. A Community of Practice will also be created to facilitate knowledge transfer. An evaluation report will be developed to share information on the promising practice with others so they may replicate or expand upon it.

This project aims to hold a three-day “South American Conference on the United Nations Secretary General’s Mechanism for Investigation of Alleged Use of Chemical and Biological Weapons (UNSGM),” with the goal of increasing regional contributions to the UNSGM. The conference would be held in fall 2025 in Santiago, Chile. The conference will convene foreign policy officials, National Authorities of the CWC and BTWC and chem/bio security and non-proliferation experts from around Latin America, as well as organizations that assist in chemical and biological security capacity building such as UNODA, UNLIREC and CICTE/OAS. Of note, South America is the region which least contributes to the UNSGM but it has a significant pool of experts, consultants, and laboratories to support it. As such, by bringing together authorities and experts in biological and chemical security from around the region to discuss the UNSGM will ensure that stakeholders gain a better understanding of its justification, scope and procedures, its relationship with the work of OPCW and BTWC and its potential to contribute to the strengthening of national chem/bio security capabilities.
