About this information
In June 2016, as part of the Open Government Action Plan, the Treasury Board of Canada Secretariat (TBS) committed to increasing the transparency and usefulness of grants and contribution data and subsequently launched the Guidelines on the Reporting of Grants and Contributions Awards, effective April 1, 2018.
The rules and principles governing government grants and contributions are outlined in the Treasury Board Policy on Transfer Payments. Transfer payments are transfers of money, goods, services or assets made from an appropriation to individuals, organizations or other levels of government, without the federal government directly receiving goods or services in return, but which may require the recipient to provide a report or other information subsequent to receiving payment. These expenditures are reported in the Public Accounts of Canada. The major types of transfer payments are grants, contributions and \'other transfer payments\'.
Included in this category, but not to be reported under proactive disclosure of awards, are (1) transfers to other levels of government such as Equalization payments as well as Canada Health and Social Transfer payments. (2) Grants and contributions reallocated or otherwise redistributed by the recipient to third parties; and (3) information that would normally be withheld under the Access to Information Act and the Privacy Act.

Inclusive climate action in Tunisian municipalities - ICATM

The project seeks to support climate change adaptation with a focus on nature-based solutions and impacts on biodiversity. It aims to strengthen Tunisia's climate change adaption by supporting and building climate-resilient, low-carbon municipalities. In line with the Feminist International Assistance Policy, the project will advance feminist climate action by supporting inclusive decision-making and promoting the leadership of women, youth and vulnerable groups in regards to climate governance and climate change. It will strengthen the knowledge and skills of women, youth and vulnerable groups, including elected officials and government representatives, to take part in climate-related decision-making at local, regional and national levels. In addition, the project will leverage Canadian expertise and innovative solutions on climate change to better meet Tunisia's needs in this area. Project activities include: (1) provision of technical and financial support to representatives and decision-makers of targeted communes to help them develop and/or adapt existing plans, policies, trainings and tools to promote improved climate governance and inclusive decision-making; (2) conducting mapping exercises to identify specific climate- and gender-related needs and risks of each targeted communes. This actively will also focus on enhancing the voices of women, youth and vulnerable groups; (3) provision of technical and financial support to local communes to implement locally-driven climate adaptation and resilience initiatives in their own communities with an emphasis on nature-based solutions and biodiversity; (4) provide capacity-building and institutional support to civil society organizations and municipalities to promote inclusive climate governance; and (5) provide technical and financial support to Tunisian Ministries, including the Ministry of the Environment, to support inclusive decision-making when developing and implementing national climate change policies and plans which are responsive to the needs of women, youth and vulnerable groups. The project is expected to directly benefit 845 individuals, of whom 50% will be women. The project is expected to indirectly benefit about 1,360,000 individuals across 12 local communes in Tunisia.

Lhaissa: Advancing Women's Empowerment and Gender Equality in Childcare Work

The project supports the empowerment of women paid childcare workers in Mozambique’s early childhood development sector. Project activities include: (1) developing and training paid childcare workers in gender-responsive and inclusive childcare; (2) piloting compensation schemes in targeted early childhood development centres; (3) organizing sessions on positive parenting and father engagement and coalition campaigns for local communities; (4) delivering feminist leadership training to parents, caregivers and community members; and (5) conducting feminist research to support evidence-based advocacy, to increase government officials’ knowledge on rights of paid childcare workers. It also provides technical support to advance and implement care-related national policies. Forum Mulher, an umbrella organization of 35 women’s rights organizations across Mozambique, co-implements the project.
The project will benefit an estimated 122 community-level early childhood centres in Gaza province. Overall, the project will benefit close to 5,000 paid childcare workers (98% women) and over 3,000 parents, caregivers, community members, gender equality champions and duty-bearers such as members of parliament, ministry staff and local authorities. The impact of the project extends nationally beyond the target province of Gaza through policy and advocacy efforts. It also positively impacts the quality of care provided in early childhood development centres in targeted areas, indirectly benefiting girls and boys who use these services.

Programme de nutrition d’urgence global – Action contre la faim 2024 à 2026

July 2023 - Global food insecurity is at an all-time high. According to the 2022 Global Nutrition Report, one in 10 people worldwide are hungry or undernourished. Deteriorating economic conditions, conflict, climate change and infectious disease outbreaks continue to undermine years of progress on good nutrition and food security. Estimates show that by the end of 2022, at least 222 million people across 53 countries will need urgent starvation assistance. The undernutrition crisis shows no signs of slowing.
With GAC’s support, Action Against Hunger aims to provide lifesaving assistance to address the urgent needs of up to 2,000,000 crisis-affected people across the globe over three years. This project focuses on improving the nutritional status of vulnerable populations, through delivering emergency nutrition and complementary health and water, sanitation and hygiene (WASH) services in approximately ten countries each year. The project also includes a global technical component to provide gender-responsive nutrition technical support services to global, regional and local actors.
Project activities include: (1) providing treatment of severe acute malnutrition for girls and boys under the age of five and women of reproductive age; (2) providing gender-sensitive health support for women, girls and boys, such as access to baby and child-friendly spaces and gender-based violence referral pathways; (3) providing gender-sensitive WASH services at the community level and in health facilities; (4) providing sexual reproductive health and rights services and support for the decision-making role of women; (5) providing mental health gender-based violence-related support for women, girls, men and boys; and (6) providing nutrition technical support services to global, regional and local actors.

This project aims to promote the implementation of survey and clearance obligations in the Anti-Personnel Mine Ban Convention (APMBC) and the Convention on Cluster Munitions (CCM). Project activities include: (1) researching, drafting, publishing, and disseminating 4 annual Mine Action Review reports, including Clearing the Mines and Clearing Cluster Munition Remnants. It also includes the Guide to the APMBC Action Plan and Monitoring on Survey and Clearance and Guide to the CCM Action Plan and Monitoring on Survey and Clearance; (2) drafting comments and critique on APMBC Article 5 Deadline Extension Requests and CCM Article 4 Deadline Extension Requests to the APMBC Committee on Article 5 and the CCM Article 4 Analysis Group; (3) providing expert input in external discussions related to the survey and clearance of anti-personnel mines or cluster munition remnants; and (4) monitoring and assessing national authorities’ mine action programs’ performance on gender and diversity.
