In June 2016, as part of the Open Government Action Plan, the Treasury Board of Canada Secretariat (TBS) committed to increasing the transparency and usefulness of grants and contribution data and subsequently launched the Guidelines on the Reporting of Grants and Contributions Awards, effective April 1, 2018.
The rules and principles governing government grants and contributions are outlined in the Treasury Board Policy on Transfer Payments. Transfer payments are transfers of money, goods, services or assets made from an appropriation to individuals, organizations or other levels of government, without the federal government directly receiving goods or services in return, but which may require the recipient to provide a report or other information subsequent to receiving payment. These expenditures are reported in the Public Accounts of Canada. The major types of transfer payments are grants, contributions and \'other transfer payments\'.
Included in this category, but not to be reported under proactive disclosure of awards, are (1) transfers to other levels of government such as Equalization payments as well as Canada Health and Social Transfer payments. (2) Grants and contributions reallocated or otherwise redistributed by the recipient to third parties; and (3) information that would normally be withheld under the Access to Information Act and the Privacy Act.

The Township of Warwick is proposing the Development of an Active Transportation Plan and Strategy: Develop strategies and action plan that reflects communities’ priorities and focuses on creating opportunities for enhancements relating to; cycling infrastructure, sidewalks, safe streets/bike routes, connectivity, trail development, multi-use pathways, signage, community connection and social gathering points, safe cycling routes, walkability and community awareness and education. The plan will guide future capital investment and program initiatives. This initiative will aim to set policy, strategies and design guidelines that will encourage the development and enhancement of active transportation facilities, community-wide linkages, programs and networks. The plan will provide the foundation for improved connectivity and support healthy living and tourism for a range of users and abilities through connections that promote increased recreational walking, cycling or hiking.

Feasibility study for the construction of a safe multifunction path in Saint-Dominique
The project involves carrying out a feasibility study for the construction of a safe two-way multifunction path in Saint-Dominique on Principale Road (Highway 137). The desired multifunction path would be connected to the existing bike path on Roy Street and would run along Principale Road to connect the community woodlot and Concession Road 7 to the village’s attractions. A firm will be hired to prepare the studies and analyses. The firm will also estimate the project’s costs. The project stems from public demand and a pressing need for alternatives to the automobile. Our municipal team will also hire a resource to survey and inform the public. This will provide an accurate picture of the needs of users and citizens.
